Description

Plan, develop, and manage non-credit programs and policies for adults who lack basic academic or work-related skills.

Specific programs include Adult Basic Education (ABE), National External Diploma Program (NEDP), General Education Development (GED), and grant related English as a Second Language (ESL), Workplace and Pre-employment training programs as well as customized contract training. The Director is also responsible for managing the MHEC ESL funds.

The Director is also responsible for writing, negotiating and implementing multiple state and local grants related to adult basic skills and overall supervision of administrative, support and instructional staff.

Works with minimal direction. Some evenings and weekends required to meet student need.

Concurrent administration of numerous functions with conflicting deadlines.

Examples of Duties

Responsible for developing specific strategies and activities associated with existing regional programs serving the five upper shore counties in all areas of adult basic skills and English as a Second Language and establishes new programs as needed.

Responsible for developing, staffing, establishing program outcomes, monitoring program success for the Adult Education and Family Literacy program (AEFL)

Represents AEFL on college committees.

Supervises the Transition Specialist (TS) to ensure the adult education students have a smooth transition to credit and non-credit programs, as appropriate. This includes meeting with department chairs, working with Admissions and Advising, Student Support Services, Disabilities Support Services, and Student Recruitment and Multicultural Affairs.

Supervises the Intake & Assessment Coordinator and the Intake & Assessment Specialist.

Supervises the ESL Instructional Specialist and the ABE/GED Instructional Specialist Coordinator and assists in the evaluation of instructional staff.

Supervises the Management Information Specialist.

Oversees curriculum development for the Adult Ed and Family Literacy program.

Responsible for meeting with students, faculty, agencies, associations, or businesses, to assess, plan, manage, deliver and evaluate results of each Continuing Education basic skills program.

Identifies and develops recruitment strategies for target populations and provides pre-enrollment course advisement for the grant-related ABE/ESL/GED/ NEDP students as well as contract courses and workforce development basic skills.

Develops the marketing of and registration of non-credit courses in this area by meeting with program specialists, non-credit staff, instructors, and agency or association representatives.

Develops and delivers presentations and training opportunities for a variety of constituencies, organizations, conferences, and meetings.

Supervises large staff of administrative, professional, adjunct and support staff employees

Represents Chesapeake College basic skills area at local, regional, state and national meetings.

Maintains a current knowledge of new initiatives, standards, and regulations in adult education and appropriately prepares staff development and training to maintain these standards.

Oversees staff development opportunities for the instructional staff and development of a comprehensive annual staff developmental plan.

Administers and trains staff to meet the assessment requirements and performance measures required by the Workforce Investment Act through the grant from the Maryland Department of Labor.

Develops and administers multiple budgets in both grant and college cost centers related to Adult Education and Family Literacy.

Negotiates, prepares budgets and hires administrative and instructional staff for customized programs for businesses, social services agencies, and detention centers.

Researches and writes multiple grant proposals to federal, state, and local agencies in order to generate additional program funding. Specifically, monitors all grant objectives for a major grant from DLLR and ensures compliance with grant requirements and those of (WIOA) the Workforce Innovation and Opportunities Act.

Writes policies and procedures to manage students’ compliance with the Workforce Innovation and Opportunities Act and directs all data management and reporting, including federal, state and institutional reporting for this area of Continuing Education.

Determines and monitors expenses and revenue for self-supporting cost center and individual contracts and/or grants.

Generates FTE and enrollment for Continuing Education.

Supervises the preparation of articles, news releases, fliers, web site information and brochures for courses.

Provides direction for the development and evaluation of curriculum and instructional materials.

Monitors the work-flow and evaluation of performance of Basic Skills area specialists and support staff.

Oversees the recruitment, selection, hiring, and evaluation, of noncredit instructors for ABE/GED, ESL and NEDP.

Serves on college, community, and state and federal committees.

Coordinates alternate classroom sites and negotiates use of sites; schedules facilities and equipment, and acquires course materials as needed for each program.

Monitors & evaluates client satisfaction through evaluation forms and interviews.

Organizes data entry schedule, reports and records course offerings and prepares data for input into Colleague system regarding instructor, course, or schedule information, following established guidelines and procedures.

Provides assistance in data entry related to courses when necessary.

Assists the Dean of Workforce Programs in the development and implementation of the overall Continuing Education objectives.

Works with minimal supervision to achieve enrollment and revenue goals of the Division of Continuing Education and Workforce Training.

Performs other related duties as assigned.

Qualifications

Bachelor’s degree, or will have earned a Bachelor’s degree within three (3) months of hire; Master’s degree preferred in field appropriate to job responsibilities.

Minimum of 5 years of experience in program management, course and curriculum development and marketing of basic skills and English as a Second Language related areas.

Experience in supervision of personnel and budgets in a grant environment.

Knowledge of federal and state adult basic education and English as a Second Language legislated program requirements.

Knowledge of budgetary management to support grant management.

Proven exemplary customer service skills, interpersonal and communication skills, and management of culturally diverse programs.

Demonstrated skills in word processing, data entry and various applications software.

Demonstrated organizational and administrative skills, including the ability to manage multiple priorities.

Ability to identify staff development and training needs and develop and implement appropriate programs.

Ability to communicate effectively, both verbally and in writing.

Ability to maintain strict confidentiality.

Regular attendance is a requirement of this job.
