Director of Contract Administration Bureau
The Contract Administration Bureau (CAB) within the Infrastructure Division is responsible for procurement and execution of contracts for SFPUC. The Contract Administration Bureau is a team of approximately 25 professionals responsible for development and adherence to procedures in procuring all professional consulting services and construction contracts, including emergency, MOU/MOAs, grants, government to government, and collaborative project delivery contracts in accordance with the San Francisco Administrative Code, California Contracting Code, Rules and Regulations and City procedures. This work includes preparation of Request for Qualifications (RFQ), Request for Proposals (RFPs), and Request for Bids (RFB); management of RFPs, RFQs, RFBs; selection and approval of contractors, including recommendation to award the contracts, and related contract execution. Reporting to the Assistant General Manager for Infrastructure, the Director of Contract Administration Bureau (CAB) acts at a senior management level, with complex responsibilities overseeing and managing all aspects of contract procurement activities related to SFPUC Enterprises (Water, Wastewater, and Power), and other divisions such as External Affairs and Financial Services. Infrastructure Division is responsible for delivering over $10 billion of Capital Programs over 10 years, such as the Water Enterprise Improvement Program, Sewer System Improvement Program, Power Capital Projects, Hetch Hetchy Improvement Program and many non-capital repair and replacement projects. The position is responsible for developing procurement strategies for all procurement at SFPUC and partnering with other Departments' for their Capital Programs, including planning, guiding, and implementing streamlined processes for professional services, design-bid-build and collaborative construction contracts. The Director of CAB is responsible for staff development, training CAB and department staff, interpreting administrative code sections, analyzing current contract administrative procedures, and working on a City-wide level with other procurement professionals. The essential functions of this position include, but are not limited to: Develops and implements division goals, objectives, policies, and priorities; determines service levels and resource allocation. Monitors the efficiency and effectiveness of the departmental organization structure, staff assignments, service levels and administrative systems; identifies and analyzes opportunities for improvement; implements improvements. Develops, implements, and maintains contract, procedures, administrative and legal monitoring practices, and controls in order to obtain compliant, smooth and effective operation of all SFPUC contract procurement activities. Oversees contract strategy development and implementation of contracting strategies within the SFPUC, which includes assisting in the identification, development and implementation of multiple departmental capital programs' procurement goals, objectives, policies, and priorities for professional service and construction contracts. Monitors the work of and coaches subordinates to improve performance. Oversees direction of CAB staff to manage procurement work activities for all construction and professional consulting services for multiple internal bureaus (Project Management, Engineering, Project Controls, Construction Management, Labor Relations, Enterprises etc.) and external stakeholders (Contract Monitoring Division, City Attorney's office, Office of Labor Standard and Enforcement, Civil Service Commission, etc.) to manage work, prevent delays in required actions and improve programs or services. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities. Oversees development of collaborative delivery strategies for design build, progressive design build, CM/GC, etc. Communicates regularly with executive-level management regarding SFPUC's activities and coordination of efforts with other City departments in addressing the needs of the City; represents SFPUC before legislative boards, outside organizations, and mayor's office staff. Oversees Commission workflow approval and contract packages and supporting documentation submitted to the Board for contract approval. Works closely interface with City Attorney staff to draft and prepare responses to protests and requests for information; investigates complaints referred by city officials and outside agencies and reports findings and proposed course of action to resolve such complaints. Oversees budget development by providing detailed justification and persuasive arguments for proposals or initiatives. Implements and closely monitors budget expenditures of the operating budget for a major area of responsibility typically including multiple divisions. Provides executive management with an early warning and practical options to potential cost overruns. Oversees administration of SFPUC's Leed Platinum Headquarter Building located at 525 Golden Gate Avenue and provides support to the Building Manager, Chief Building Superintendent, and building staff. The Director of Contract Administration Bureau is required to perform other related duties as assigned.
