Job Description Contract Administration Bureau (CAB)
within the Infrastructure Division is responsible for procurement and execution of contracts for SFPUC. The CAB comprises ~25 professionals who develop and adhere to procedures for procuring professional services and construction contracts, including emergency, MOUs/MOAs, grants, government-to-government, and collaborative project delivery contracts in accordance with the SF Administrative Code, California Contracting Code, Rules and Regulations and City procedures. This includes RFQ/RFP/RFB development, management of solicitations, contractor selection, award recommendations, and contract execution. The CAB handles the highest contract solicitation value of any City department and leads procurement best practices.
About The Position
— Reporting to the Assistant General Manager for Infrastructure, the Director of CAB acts at a senior management level with complex responsibilities overseeing all procurement activities related to SFPUC Enterprises (Water, Wastewater, Power) and other divisions (External Affairs, Financial Services). The Infrastructure Division delivers over $10 billion of Capital Programs over 10 years (e.g., Water Enterprise Improvement Program, Sewer System Improvement Program, Power Capital Projects, Hetch Hetchy). The role develops procurement strategies, partners with other departments for Capital Programs, and guides streamlined processes for professional services, design-bid-build, and collaborative construction contracts. The Director oversees staff development, training, staff interpretation of administrative codes, and city-wide procurement collaboration. The role also manages bid documents, bid protests, commission agenda items, and City-wide Contractor Safety Prequalification, and oversees SFPUC’s online procurement system and HQ operations at 525 Golden Gate Ave.
Responsibilities
Develops and implements division goals, objectives, policies, and priorities; monitors efficiency of organizational structure and service levels; identifies opportunities for improvement and implements changes.
Develops and maintains contract procedures, administrative and legal monitoring practices to ensure compliant, smooth procurement activities.
Oversees contract strategy development and implementation for professional services and construction contracts across SFPUC programs.
Coaches and develops CAB staff; manages procurement activities for multiple internal bureaus and external stakeholders to prevent delays and improve programs.
Allocates resources to achieve timely outcomes within budget; adapts plans for new programs while maintaining major priorities.
Oversees development of collaborative delivery strategies (design-build, CM/GC, etc.).
Communicates with executive leadership and represents SFPUC before legislative boards and external partners.
Oversees Commission workflow, contract packages, and supporting documentation for Board approvals.
Works with City Attorney to resolve bid protests and contract issues; drafts and reviews Commission agenda items.
Oversees budget development and monitoring for major areas of responsibility; provides early warnings on cost overruns.
Oversees administration of SFPUC’s HQ building and supports the Building Manager and staff.
The Director of CAB is required to perform other related duties as assigned.
Qualifications Minimum Qualifications
Education: Possession of a bachelor’s degree from an accredited college or university; AND
Experience: Five (5) years of managerial experience involving management of procurement of professional services and/or construction contracts, with supervisory experience.
Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis, up to two years. 1 year of work experience = 30 semester units or 45 quarter units.
Note: 1 year full-time employment = 2000 hours.
Desirable Qualifications
JD, Engineering degree, MBA or Public Policy Master’s degree.
Experience with contracting rules, procurement processes in government, and administrative code rules.
Experience with alternate delivery contracts (CM/GC, Design-Build, Progressive DB).
Experience developing RFPs and implementing streamlined contract processes in large organizations.
Leadership of large-scale contract improvement efforts and strong written/oral communication skills.
Verification of Qualifications Applications are reviewed to ensure minimum qualifications. Verification of education and experience may be required at any point.
Selection Procedures After application submission, qualified candidates must complete subsequent steps, including Minimum Qualification Supplemental Questionnaire (MQSQ) and Supplemental Questionnaire Examination. The examination evaluates knowledge of contract procurement rules, contracting strategies, and communication with executives and boards. A passing score is required to continue and be placed on the eligible list/score report. The department may administer additional position-specific selection procedures.
