IT/OT Network And Security Administrator

NEW EMPLOYEES ARE HIRED AT, OR NEAR THE ENTRY POINT SHOWN, DEPENDING ON QUALIFICATIONS AND RELEVANT EXPERIENCE GENERAL DESCRIPTION The IT/OT Network and Security Administrator is a versatile, hands-on role responsible for developing, implementing, and maintaining secure and reliable IT/OT systems for the water and wastewater plants. This role assists the City's Information Security Program, manages Enterprise Applications, and oversees associated policies. Reporting to the IT Infrastructure and Communications Manager and working closely with Utilities operations and leadership, this position provides expert guidance and oversight of operational and system security controls, ensuring compliance with security standards and best practices. The position collaborates with IT teams and external partners to support secure system integration, deployment, and ongoing maintenance. ESSENTIAL JOB FUNCTIONS Systems Infrastructure Develop, implement, and maintain secure and reliable IT/OT systems supporting water and wastewater operations. Maintain and administer enterprise applications, databases, and VPNs. Provide user administration, training, and documentation for departmental applications and systems. Collaborate with teams to ensure best practices in system design and implementation. Administer the City's water and wastewater network, including the handoff and delivery of network services that support SCADA systems. Information Security & Risk Management Assist in the City's Information Security Program for the water and wastewater plants, including policy development, risk assessments, vulnerability management, and compliance monitoring. Serve as an internal security consultant; conduct threat and vulnerability assessments and implement remediation actions. Provide expert guidance and oversight of operational and system security controls within the IT/OT environment. Coordinate security incident response, escalation, and resolution specific to operational systems and infrastructure. Manage cybersecurity awareness programs, audit responses, and disaster recovery planning. Collaborate with IT and external partners to evaluate, select, and implement secure hardware and software solutions that support plant operations. Network & Infrastructure Management Oversee design, installation, and maintenance of network infrastructure, including LAN/WAN, wireless networks, routers, switches, firewalls, and Storage Area Networks (SAN). Assist the Security Administrator in monitoring and maintaining the integrity of the network infrastructure against internal and external threats. Assist with firewall administration. Administer Windows server environments supporting operations, including patch management, backups, and disaster recovery systems. Participate in network upgrades, expansions, and large-scale infrastructure projects to support operational growth and reliability. Works with Management to identify and document budgetary needs. Provide on-call support and vendor coordination for network and infrastructure components. (These essential job functions are not to be construed as a complete statement of all duties performed. KNOWLEDGE/SKILLS/ABILITIES Strong knowledge of IT/OT systems, network protocols (TCP/IP, DNS, DHCP, VLANs), and enterprise application support. Proven expertise in information security principles, risk management frameworks (e.g., NIST 800-53, NIST CSF, ISO 27001, CIS Controls), incident response, and vulnerability management. Experience with operational technology including SCADA systems and infrastructure preferred. Hands-on experience with security infrastructure such as firewalls, IPS, endpoint protection, SIEM, and log management. Proficiency with network hardware/software, VPN, wireless network management, SAN configuration, and Windows server administration. Familiarity with structured cabling systems, including Cat6 and fiber optic cabling, cable termination techniques, and cable testing standards. Ability to analyze complex technical problems, communicate effectively to diverse audiences, and create detailed documentation. Strong multitasking, prioritization, and independent work skills, with the ability to function well under pressure. Ability to work in a team environment and to establish and maintain effective working relationships and to communicate with other City employees, contractors, and outside agencies. EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS Education and Experience: Bachelor's degree in information systems, Computer Science, or a related field, or equivalent experience. Minimum of 5 year's combined experience in IT/OT infrastructure, network administration, and information security. Minimum of 3 year's experience supporting network and security systems within a Utilities or industrial control systems (ICS) environment preferred. (A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.) Licenses and Certifications: Certified Information Systems Security Professional (CISSP), CompTIA Security+, or other security certification preferred. CompTIA Network+ or network certifications such as CCNA or equivalent. Possession of, or ability to obtain, a valid Florida driver's license by date of hire. Will be required to submit to a State and National Criminal Background Investigation.
