Production Program Specialist
You will serve as a PRODUCTION PROGRAM SPECIALIST in the Production Resources Department of PEARL HARBOR NSY AND IMF. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze. Responsibilities: Extract and analyze production data and provide recommendations and solutions to the senior production program specialist for assigned programs. Coordinate work with various support codes and trade shops, who are responsible for execution of production tasks. Provide input on policies, procedures and processes for assigned program to improve production program output. Assist in the evaluation of production programs to identify delays, critical problems, and impacts to the Shipyard mission. Gather information, identify program failures, analyze issues, and develop recommendations to resolve substantive problems dealing with the effectiveness and efficiency of major production programs. Assess the productivity, effectiveness, and efficiency of production program support and analyzes long-range needs, unusual problems, or unusual questions, and provide feedback and possible courses of action. Provide advice on production program related issues and matters and/or to influence managers or other officials to accept and implement findings and recommendations on matters relating to production program matters. Requirements: Conditions of Employment: Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing production data (e.g. performance, people, processes, innovation, consolidation and logistics) to identify adverse trends and inefficiencies and recommend new processes and mitigations to improve program effectiveness. Additional qualification information can be found from the following Office of Personnel Management web site: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree Successful completion of an LL.M. degree that is related to the position being filled A combination of experience and graduate education as described above that equates to one year of experience.
