Schedule : This onsite position generally works a regular weekday daytime shift and may require scheduled and non-scheduled work outside of normal working hours. This may include evenings, weekends, holidays, on-call, or other critical times in response to emergencies.
Supervision Exercised:
Exercises supervision over other Information Technology (IT) Department GIS full-time, part-time, contractual employees as assigned.
Supervision Received:
Works under the general supervision of the Information Technology Director.
General Purpose of the Position:
Under th e
broad supervision and direction from the IT Director, this position serves as both a strategic leader and hands-on contributor for GIS technology used throughout the City. This role is responsible for managing, maintaining, and enhancing the City's GIS systems, applications, network communications, and databases. Additionally, this position serves as the technical consultant to the City's departments regarding the effective understanding and use of GIS technologies. Work is performed with a high degree of sound judgement, initiative, and collaboration to meet the goals and objectives of the City.
Essential Duties and Responsibilities: •Support and assist the Director in the planning, directing, management, and oversight of the GIS activities, projects, and operations. •Manage the operations of the City's GIS environment by organizing and prioritizing projects and work assignments, coordinating staff activities, monitoring progress, and reviewing completed work to ensure accuracy and quality. •Maintain and communicate project schedules, reports, and documentation. •Provide timely and accurate technical guidance and consultation to end users, including business process improvement through the use of GIS technology and data. •Evaluate and recommend systems, software, and applications, in support of GIS-related needs. •Assist staff with complex issues and provide technical and practical expertise. •Perform GIS analysis and map creation as needed. •Establish and administer quality control procedures and standards. •Monitor emerging trends and advancements in GIS technology to proactively recommend enhancements and upgrades to the City's GIS environment. •Communicate effectively with internal and external team members. •Maintain a current understanding of departmental business functions as they relate to GIS and IT. •Escalate high priority and complex situations to the IT Director as necessary. •Promote courtesy and professionalism throughout the City of Bradenton. •Develop, mentor, and motivate staff to maximize value and retention. •Performs other related duties as assigned.
Knowledge, Skills and Abilities Required: •Proven ability to deliver innovative solutions to variety of technology challenges. •Possess extensive knowledge, experience, and analytical abilities across multiple GIS technology platforms. •Ability to analyze and solve problems through a systematic and logical approach. •Ability to make sound decisions, demonstrate flexibility, and work with people at all levels of the organization. •Implement and support solutions to maximize user ownership and satisfaction. •Exhibit exceptional organizational abilities to effectivity coordinate and prioritize multiple concurrent initiatives. •Strong verbal and written communication skills. •Present highly technical concepts and plans to both technical and non-technical groups of stakeholders. •Develop professional documentation for City GIS initiatives, including policies, procedures, plans, and instructional material. •Manage and lead a team of professionals in all facets of the operation related to the City's GIS infrastructure. •Ability to work in a dynamic, service-oriented team environment.
Computer Equipment and Software Requirements:
Skilled in using highly technical computer applications, such as GIS or CAD. Knowledge of ESRI technologies and applications. Proficient with tools including query language, reporting, and database maintenance.
Education and Experience Required:
Bachelor's degree in technology or related field with four (4) years of direct experience in a relevant GIS technology supervisory position. Geographic Information Systems Professional (GISP) certification preferred.
At the discretion of the City Administrator or designee, an equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills, and ability to successfully perform the essential functions of the job will be considered.
Good driving record. Possession of and ability to maintain a Florida Driver's License required.
Environmental Conditions : Indoor. Must be able to work closely with others and under possible stressful conditions.
