The newly established Municipal Services Department is seeking a highly motivated and detail-oriented Program Manager to lead and coordinate Capital Improvement Program (CIP) projects that are critical to services the City provides the residents of Murrieta. Description

Under general direction, plans, organizes, and manages delivery of complex projects from the environmental phase through design and construction; supervises the work of project management staff, support staff, and consultant professionals from diverse backgrounds in construction, engineering, architecture, and landscape architecture; represents the Department in meetings and presentations; manages project budgets, schedules, and scopes; performs other related work as necessary. Supervision

Receives general direction from the department director. Exercises direct supervision over assigned professional, technical, and administrative support staff. Class Characteristics

This is a management classification responsible for planning, organizing, and managing assigned programs, including citywide capital projects program oversight. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities. Incumbents serve as a professional-level resource for management on program activities. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines. Essential Functions

Provides leadership in developing, planning, managing, and executing major citywide capital improvement projects, such as vertical construction and facility remodeling Administers design and construction contracts by reviewing program reports, designs, specifications, estimates, invoices, and construction activities of firms under contract to ensure compliance with project scope and design criteria Evaluates completed projects and verifies that contractual terms have been met Consults with other City departments, outside agencies, and the public Represents the Municipal Services Department on committees and makes presentations as required for project communication and/or approval Monitors and reports on the budgets, schedules, and status of work being performed by subordinate employees, consultants, and contractors Coordinates and supervises work done jointly with other City departments and divisions relative to assigned projects Responsible for all phases required for assigned projects, including project initiation, consultant selection, design, bidding, construction, and post-construction Confers and coordinates with other City department managers and representatives regarding new construction and/or alterations to existing facilities Conducts feasibility studies and research to determine project requirements, options, and costs for proposed infrastructure modifications Prepares project budgets and schedules, and is responsible for monitoring, managing, and meeting approved budgets and schedules Prepares consultant solicitations; supervises consultant selection process; negotiates and administers consultant contracts Directs consultants in the design and preparation of plans and specifications that meet project requirements and comply with City standards Develops cost estimates or manages the preparation of cost estimates for projects and makes recommendations as needed to meet project budgets Prepares and processes documents necessary for applicable notices, permits, and approvals Prepares or manages the preparation of documents necessary for bidding and manages the bidding process Monitors construction for conformity and compliance with plans, specifications, codes, and ordinances Manages projects during construction, including coordination of City departments and preparation or evaluation of change orders, payment requests, punch lists, and reports Assures that as-built data is properly recorded, operation and maintenance data are submitted and distributed, and that projects are properly closed out at completion Provides regular status reports for all assigned projects Assists in preparation or evaluation of reports, studies, correspondence, long-range plans, or presentations, as required Reports to Municipal Services Director, City Manager, and/or City Council regarding progress and status of assigned projects Travels to various off-site locations to oversee compliance with project plans, specifications, codes, and relevant ordinances in construction projects Driving to meetings, various City facilities, project sites, events, and other locations Oversees the work of multiple project teams, consultants, and contractors to ensure coordinated delivery of program objectives Performs other duties as assigned

Education and Experience

Any combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered qualifying. A typical way to obtain the required qualifications includes: Bachelors degree from an accredited college or university with major coursework in public or business administration, construction management, engineering, architecture, or a related field Three (3) years of increasingly responsible, professional-level experience in program management or development coordination, with broad program oversight in construction or project management.

Licenses and Certifications

Driving is an essential job function; therefore, a valid California Driver's License is required Highly Desirable

Previous experience managing capital projects for a public sector agency Special Requirements

Must successfully complete a comprehensive background investigation, which includes a state and federal fingerprint-based background check (Live Scan), driving records screening, and a non-safety pre-employment physical and drug screening. Knowledge

Comprehensive knowledge of the principles, practices, and methods of design and construction, especially as applied to public projects which come under the jurisdiction of the City Laws, rules, regulations, and ordinances impacting construction in the City of Murrieta Principles and practices of budget development and administration Construction methods, materials, and equipment Construction project management Basic knowledge of engineering principles Proper inspection methods and procedures Research and statistical methods Computer equipment and software applicable to construction project administration Principles of supervision, training, and work evaluation The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar Contract administration, including negotiation, development, implementation, and evaluation

Physical Demands

This position requires mobility to work in both typical office and field environments. In the office, duties include using standard equipment such as computers and calculators, requiring fine motor skills and finger dexterity for typing and data entry. The role also involves standing and walking between work areas, and occasional bending, stooping, kneeling, reaching, and handling file drawers. Employees must be able to lift, carry, push, or pull materials and objects weighing up to 40 pounds. In the field, the position requires the strength, stamina, and flexibility to perform light to medium physical work in changing site conditions. This includes sitting, standing, walking on level or uneven surfaces, climbing ladders, and navigating slippery areas. Employees must be able to inspect work in progress, identify potential hazards, and may be exposed to hazardous materials. Driving is required to attend meetings and visit various City locations. Vision abilities must be sufficient to read printed materials, computer screens, and observe worksite conditions. Hearing and speech are required for effective communication in person, by phone, and via videoconference. Environmental Conditions

This classification is primarily based in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous materials. However, the role also requires working outdoors, where employees may be exposed to varying weather conditions such as heat, rain, and cold. Employees may also interact with individuals who are upset or frustrated, including members of the public, and representatives from other agencies, while interpreting and enforcing departmental policies and procedures.
