Citizen Panel Review Coordinator

The Citizen Panel Review Coordinator is responsible for providing administrative and clerical support to the Judge of Juvenile Court and overseeing the operation of the Citizen Review Panels. This position provides direct, confidential administrative support to the Judge and is responsible for safeguarding sensitive information related to staff and case matters. This position requires discretion, diplomacy, sound judgement, and the ability to solve problems independently. This position requires the ability to resolve conflicts and have well-developed communications skills. Essential Duties and Responsibilities: Coordination of Citizen Panel Reviews: Organizes and administers the work of the Judicial Citizens Review Panel Program. Acts as legal liaison between the Council of Juvenile Court Judges and the Bibb County Juvenile Court. Creates the monthly panel review schedule. Notifies panel volunteers, foster and biological parents, DFCS case managers, CASA, the SAAG and child's attorney of monthly panel reviews via mail/email. Attends panel reviews as the court's representative and represents panels in Family Treatment Court staffing and hearings. Uploads all documents pertaining to panel reviews into the court management system (JCATS) and the court process reporting system (CPRS). Assists current volunteers and recruits new volunteers. Coordinates program services for children and families as necessary based on panel recommendations approved by the court. Interviews and assesses juveniles and parents to determine placement needs. Researches placement and program options for at-risk youth. Conducts presentations on relevant cases, and maintains all case records. Ensures compliance is maintained with the Official Code of Georgia (O.C.G.A) and the standards of the Council of Juvenile Court Judges. Recruits and assists with training new panel review volunteers. Provides ongoing training as necessary for existing panel review volunteers and ensures all volunteers meet their annual training requirements. Acts as legal liaison between the Bibb County Juvenile Court and the Bibb County Department of Family and Children Services. During weekly staffing meetings, provides a list of services to address the educational and mental health needs of each child and family. Provides educated feedback and recommendations to assist in the preparation of placement interviews for children in the custody of the State. Prepares and processes court orders following panel reviews. Maintains an awareness of current residential treatment and community-based services for children and families. Serves as an on-call rotation to handle emergency calls related to dependency cases. Coordinates events as appropriate (annual luncheon, etc.) to honor and thank current volunteers of the Judicial Citizens Review Panel Program. Attends training as necessary to stay informed of current laws, practices, procedures, and treatment options related to dependency cases. Performs research and provides support for various youth and family non-profit agencies. Prepares and distributes press releases, contacts the media, performs interviews, creates resolutions in accordance with community and youth awareness events. Administrative and Clerical Support: Maintains the Judge's calendar; arranges meetings; secures travel arrangements; schedules matters for hearings. Secures pro-tempore in the absence of the Judge. Serves on committees and boards as the court's representative. Plans, coordinates and directs community outreach events, conferences and trainings. Provides supervision and direction to the court intern. Provides leadership, guidance, and assistance to coworkers, volunteers, and interns; reviews work product of staff. Communicates with BSO security needs for the building, assists with building evacuation and provides information regarding employee clearance levels. Acts as liaison to counsel, parties involved, law enforcement, and other agencies as authorized. Establishes and maintains effective working relationships with judges, court personnel, social services, local government officials, various community agencies, and the public. Resolves complaints from the public, law enforcement, attorneys, and others. Schedules and records detention and protective preliminary hearings for juveniles within the circuit; maintains hearing logs; secures court reports; maintains communication with Clerks, Commissioners Office, attorneys and clients regarding court; conducts research, compile and analyze data, makes recommendations, develops procedures and coordinates activities with the Clerk of Court and the Peach/Crawford Juvenile Court Administrator. Schedules tours; coordinates courtroom meeting reservations; coordinates and assists with the court's special events. Provides assistance for programs held after hours. Education, Training and Experience: The Citizen Panel Review Coordinator should possess, at a minimum, a high school diploma or equivalent and at least five (5) years of experience in administrative support; or an associate degree and at least three (3) years of experience in administrative support; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to successfully perform the duties and responsibilities of the position. NECESSARY SPECIAL REQUIREMENTS: Must pass the ADVANCED level of the Macon-Bibb County skills test. Possession of a valid Georgia Motor Vehicle Operator's License. Knowledge, Skills, and Abilities: The Citizen Panel Review Coordinator must be knowledgeable of the following principles, procedures, and concepts: Knowledge of principles/practices of social work including case management and compliance of the Georgia Code and standards of the Council of Juvenile Court Judges. Ability to develop, plan, and prioritize work. Skills in problem solving, multi-tasking, and organization. Skills in communication and presentation. Ability to create and develop policies and procedures. Ability to provide leadership and develop training methods. Knowledge of modern office procedures. Knowledge of juvenile court procedures and practices. Knowledge of legal terminology and legal documents. Skill in organizing work and maintaining accurate records. Skill in operating office equipment such as computers, calculators, typewriters, facsimile machines, shredders, transcription machines, and copiers. Skill in dealing with the public. Skill in oral and written communication. Ability to maintain confidentiality; work effectively with the Council of Juvenile Court Judges officials, employees, DFCS, CASA volunteers, law enforcement agencies, youth/families and general public.
