Overview

This position serves as the expert Senior IT Business Analyst for a mission critical application. The candidate collaborates with clients and professionals to develop requirements, analyze data in support of the project, makes recommendations for process and business flows, and develops a consensus on both business and system requirements. This role leads project activities related to Data Cleansing and the forward bridge integrations with an outside vendor, establishes action plans, completes impact analysis, and implements test strategies. Experience managing a large data cleansing effort is required. The role acts as a liaison to the vendor hosting the application and as an IT system owner representing the agency for impact and strategic planning. The incumbent engages with the team to clarify new system data requirements and project task priorities, informs and escalates issues and risks in a timely manner with project leadership, and performs other duties as assigned.

Responsibilities

  • Lead activities related to Data Cleansing and forward bridge integrations with an outside vendor.
  • Collaborate with clients and professionals to develop requirements and analyze data to support the project.
  • Recommend improvements for process and business flows and achieve consensus on business and system requirements.
  • Establish action plans, perform impact analysis, and implement test strategies.
  • Serve as liaison to vendor hosting the application and represent the agency for impact and strategic planning as an IT system owner.
  • Clarify new system data requirements and set priorities for project tasks.
  • Identify, inform, and escalate issues and risks promptly to project leadership.
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledge of business analysis methodologies and process modeling.
  • Knowledge of IT project planning, development, and implementation with the ability to apply that knowledge to the development of requirements and RFP narrative.
  • Knowledge and skills in project management and related methodologies (e.g., PMI or other industry standards).
  • Knowledge of the Software Development Lifecycle and related methodologies (e.g., Agile, CMMI).
  • Knowledge of business process re-engineering principles.
  • Knowledge of computer programming, data modeling, and object-oriented programming procedures and techniques.
  • Knowledge of application development environments and related tools.
  • Experience in estimation, planning, and forecasting of projects.
  • Experience in documenting and gathering business, functional, or technical requirements for software projects.
  • Ability to effectively make oral and written reports and presentations.
  • Advanced proficiency with MS Office applications including MS Project, Excel, and Visio.
  • Ability to draft requirements for RFPs for IT solutions and services.
  • Ability to participate in large IT procurement projects from initiation through vendor selection to implementation.
  • Ability to conduct data and/or requirements gathering meetings (JAD/JAR) with clear agendas, documented outcomes, and closure of action items.
  • Ability to perform project-level analysis and produce documentation such as swim lanes, sequence diagrams, and use cases.
  • Ability to solve complex business problems, analyze current methods, and implement improvements.
  • Ability to direct procurement activities, set project goals aligned with strategic plans.
  • Ability to identify problems, evaluate alternatives, exercise sound judgment, and implement effective solutions; develop and evaluate policies and procedures; and prepare reports.
  • Ability to communicate effectively and build professional networks, understanding internal and external dynamics that impact the organization.
  • Ability to build and maintain relationships with cross-departmental and inter-agency teams, with effective communication across technical and non-technical groups.
  • Ability to adapt and modify existing programs or vendor-supplied packaged programs for use with current information systems.
  • Ability to use programming procedures and techniques in implementing computer programs.
  • Some ability to create and run SQL queries.
  • Familiarity with interfaces between systems.

Education

  • Bachelor\'s Degree in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management, mathematics, or related fields.
