The candidate's telework location must be in Minnesota or Wisconsin. The Metropolitan Council is the regional government for the seven-county Twin Cities metropolitan area. The Business Systems Analyst 3 (Grant Management System Administrator) will be responsible for administration of The Council's Grants Management system. This position will be a part of The Council's Information Services department. The Grants Department provides grants administration support for all divisions of the Council. The primary functions of the work unit are to administer the Council's Grants Program. Key Responsibilities

The Grants Administrator is responsible for managing the full lifecycle of grants using the Fluxx Grant Management System. This role ensures accurate data entry, workflow management, compliance monitoring, troubleshooting, and timely reporting. The Administrator will serve as the primary system expert, supporting staff, grantees, and leadership in maximizing the use of Fluxx for efficient and transparent grant management. Responsibilities include: maintaining, updating, and monitoring grant records in Fluxx; configuring and managing workflows, forms, and templates; managing user roles, permissions, and access; troubleshooting system issues; overseeing the intake and processing of grant applications; coordinating application reviews and approvals; setting up and tracking grant awards; monitoring grantee reporting requirements; generating reports and dashboards; recording and reconciling disbursements; and providing training and support. Qualifications

Minimum qualifications: Any of the following combinations of experience in management analysis or related analytical experience with a minimum of one-year performing configurations and modifications within a specific business application and completed education (degree field of study in Business Administration, Public Administration, Nonprofit Management, or related field): High school diploma/GED with eight (8) years of experience. OR Associate degree with six (6) years of experience. OR Bachelor's degree or higher with four (4) years of experience. Desired qualifications: Education and/or experience in Business, and Grants Management is preferred. Experience with Grants Management Systems preferred. Experience working with diverse populations of internal and external customers. Skills and Abilities

Required skills and abilities include knowledge of interdepartmental and council-wide processes, procedures, and requirements regarding administrative functions; capabilities of information technology software application; goals, operating procedures, workflow, and regulations regarding department functions; effective project management principles; effective processes, methods, and techniques to analyze and evaluate business needs; advanced computer skills; ability to read, analyze, and interpret contracts, technical procedures, and government regulations; ability to write reports, business correspondence, and procedure manuals; ability to effectively present information and respond to questions from groups of customers or clients; ability to interpret and apply mathematics and statistical methods; ability to act as a lead liaison between department end-users, technical analysts, information technology analysts, and vendors; ability to work in a technical and project lead capacity; ability to assist in defining project scope, objectives, project deliverables, and critical target dates; ability to develop, coordinate, and implement plans to test business and functional processes; ability to research best practice models for business processes and administrative systems; ability to communicate proposed solutions and implementation details; ability to develop training curriculum and conduct formal training sessions; ability to act as a project leader on designed projects.
