DCT is seeking an individual to join our DCT General Counsel’s Office for an exciting and rewarding opportunity as our DCT Chief Privacy Official. This position serves as a key legal advisor on enterprise-wide and inter-agency legal and compliance matters, with a focus on privacy and data security. The Chief Privacy Official will provide legal oversight and strategic direction on privacy-related matters across the organization.
In this capacity, the Chief Privacy Official will lead the development, implementation, and enforcement of privacy and security policies and procedures, ensuring compliance with applicable state and federal laws. The role provides high-level legal guidance regarding the appropriate and compliant use, sharing, and protection of sensitive data, including public, nonpublic, private, and confidential information under the Minnesota Government Data Practices Act (MGDPA), as well as protected health information (PHI) and other regulated data under HIPAA, IRS, SSA, and other laws.
This position will supervise legal staff within the DCT General Counsel’s Office and mentor a team of professionals in business areas who deliver privacy and security guidance and training to managers, directors, executive leadership, and staff.
Primary Responsibilities:
Advise and assist the General Counsel of DCT and Senior Counsel with legal, compliance, and other work on matters pertaining to data privacy and security.
Provide legal guidance to DCT managers, directors, and executive leadership on related complex legal and compliance issues focusing on the area of data privacy and data security.
Counsel and advise the Department in complying with applicable state and federal laws, including data breach analysis, incident response, and communications with federal and state regulators.
Collaborate with DCT partners, contractors, MNIT, and other agency General Counsels on strategic data protection, data sharing, and data management initiatives and projects.
Lead and advise DCT concerning implementation of and compliance with DCT policies.
Advise on policy and legislative initiatives.
Develop and provide legal training to DCT leadership and staff on privacy and security laws and issues.
Provide DCT with legal advice in a variety of complex and changing areas affecting DCT to support DCT’s compliance with all state and federal laws.

Minimum Qualifications
Juris Doctor (JD) degree from an ABA-accredited law school.
Licensed and in good standing to practice law in the State of Minnesota.
At least seven (7) years of experience practicing law, with substantive work in one or more areas such as privacy, data protection, administrative law, compliance, or other relevant legal fields. Experience should include:
Legal work involving state and/or federal privacy laws, particularly those applicable to regulated data environments.
Collaboration with diverse stakeholders, including internal teams and external partners.
Experience advising on data-related legal issues, such as requests for data access or disclosure, and legal implications of data incidents or breaches.
At least one (1) year of experience in a supervisory or leadership capacity, which may include managing legal staff, leading legal initiatives, or mentoring attorneys or other professionals.
Preferred Qualifications
Experience working with privacy and security issues in the public sector or similarly regulated environments.
Familiarity with privacy and data protection laws, such as state data practices acts, HIPAA, or similar frameworks.
Legal experience in dispute resolution, such as litigation, administrative hearings, or formal legal proceedings.
Demonstrated ability to provide strategic leadership and manage complex or high-profile matters.
Experience structuring or adapting legal services or legal teams to align with organizational needs and priorities.
Demonstrated ability to apply emotional intelligence, effective leadership, and communication skills in navigating organizational change and working across diverse teams and communities.
Ability to evaluate operational processes, identify opportunities for improvement, and support implementation of business or legal process enhancements.
Experience facilitating collaboration and building consensus among groups or individuals with diverse perspectives.
Strong written and verbal communication skills with a range of stakeholders, including government entities, advocacy groups, and the public.
Demonstrated ability to remain professional, composed, and collaborative in high-pressure or rapidly evolving situations.
Experience supporting or advising leadership bodies or governance boards.
