The California State Payroll System IT Project is a project to improve and replace the current personnel and payroll systems for the State of California. CSPS will deliver a modern solution for Human Capital Management (HCM).

Under general direction provided by the California State Payroll Systems (CSPS) Technical Integration Manager (IT Manager I), the Integration Specialist (IT Specialist II) will serve as a technical lead responsible for developing, coordinating, testing and monitoring resources and activities related to the integration of software programs, applications, and third-party systems into a cloud-based SaaS for the CSPS solution.

The incumbent will perform a wide variety of activities including technical documentation standardization, perform analysis and provide technical input in the areas of business process analysis, system design, problem resolution, legislative analysis, and consultation.

The incumbent must demonstrate the highest level of expertise in business systems analysis techniques, web services and API technologies, cloud computing platforms and services, System Development Lifecycle (SDLC) practices, the Project Management Lifecycle (PMLC), Change Control principles and practices, and customer service concepts.

Duties performed: (Candidates must perform the following functions with or without reasonable accommodations.) Serve as an expert-level technical resource for development related activities within the Software Development Life Cycle (SDLC) components. Perform independent work to support the designing, development, testing, integratation, implementation, enhancement, and maintainence of CSPS systems which includes transitioning established on premise data interfaces and touch points to a cloud-based SaaS solution for internal and external resources. Lead development efforts including monitoring and implementing data requirements, standardizing documentation, and work to solve various technical and non-technical constraints. Document and execute the data policies and processes of transitioning to a cloud-based SaaS, translating from integrated multi departmental sources into a vendor provided solution. Ensures data integrity and validation through analysis and monitoring from ingress and egress sources internally and with partners or peers. Develop, review and maintain an application integration architecture blueprint for the project. Monitor software development activities and provide workload analysis to ensure interfacing, data, and other security standards are being met in accordance with department standards, industry best practices, and project workloads. Provide triage, isolation, remediation, and coordination for outages as it relates to system issues. Analyze and provide recommendations to mitigate gaps, issues, risks, initiating and participating in incident response technical meetings for internal parties, downstream partners, or customers. Prepare status reports for internal and external stakeholders, which include metrics and evidence-based reporting on development or production issues in the processes, deliverables, and the technical infrastructure. Conduct analysis of complex issues, providing expert advice to management on the use of integration technology, data architecture, and integration best practices. Assist in the development of standardized operational processes, procedures, and documentation of daily staff workloads. Collaborate with technical and non-technical work stream partners to ensure technical specifications align with organizational requirements. Develop and maintain effective working relationships within the department and amongst contracted vendor representatives, State control agency administrators, governmental entities, and outside stakeholders. Identify and perform analysis on potential changes following the CSPS Change Control process. Assist in the support of the technical and functional readiness and ability of CSPS teams to complete project deliverables. You will find additional information about the job in the Duty Statement .

Working Conditions This position is located at The Emerald Tower on Capitol Mall, steps from Tower Bridge and is walking distance to the State Capitol. This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California.
