Based in the DC metropolitan area, TechSur specializes in advanced cloud services, modernization for both IT structures and applications, leveraging Agile development, and data analytics. Since we were formed in August of 2016, we have supported multiple impactful and exciting government programs. Responsibilities
Lead the full system development life cycle (SDLC) for multiple concurrent IT projects using Agile, Waterfall, DevOps, or hybrid methodologies. Define project scope, objectives, deliverables, work breakdown structures (WBS), and success criteria. Create and manage detailed project plans, schedules, budgets, risk registers, communication plans, and status reports. Coordinate across development, QA, architecture, security, and operations teams to ensure timely and high-quality delivery. Translate stakeholder and user requirements into actionable tasks, ensuring alignment with strategic goals and technical constraints. Provide regular briefings and written reports on project status, milestones, risks, financials, and dependencies to agency leadership and other key stakeholders. Track resource allocation and adjust plans as needed to meet deadlines and business priorities. Ensure project documentation, deliverables, and systems comply with agency policies, technical standards, and federal IT regulations. Lead project meetings, facilitate decision-making, and resolve conflicts or blockers in collaboration with team leads and stakeholders. Guide continuous improvement of project management practices across teams and projects. Required Skills
Demonstrated experience leading complex federal or public-sector IT initiatives, including cross-functional coordination and stakeholder engagement. Strong understanding of Agile, Waterfall, and hybrid project management frameworks. Experience with project tools such as Microsoft Project, Jira, Confluence, Smartsheet, or Azure DevOps. Proven ability to manage schedules, budgets, risks, change control, and team dynamics on large-scale efforts. Excellent communication, leadership, and organizational skills. Preferred Qualifications
PMP, PMI-ACP, or equivalent certification. Prior experience supporting judicial/federal agencies. Familiarity with enterprise modernization, cloud migration, and data governance projects. Knowledge of Section 508 accessibility compliance and federal IT standards such as FISMA, NIST, or FedRAMP. Educational Qualifications
Master’s degree in information systems, computer science, engineering, business management, or a related technical field. 8+ years of experience managing enterprise IT projects, with increasing responsibility across planning, execution, and delivery phases. In lieu of a master’s degree, a bachelor’s degree in a related technical field plus a minimum of 10+ years of relevant project management experience is required. Seniority level
