Overview

General Counsel - Public Service Commission - Kanawha Co. This role serves as the attorney and chief legal officer to the Public Service Commission Chairman, under administrative direction. Responsibilities

Plan, assign and direct the legal work of a staff of attorneys in the Office of General Counsel. Supervise and mentor a staff of attorneys, with assistance of the Associate General Counsel. Provide written and oral legal advice and opinions to the Commission and its Commissioners in deliberations and other matters that might involve the Commission. Determine further appeal of contested cases and make recommendations concerning final clearance. Represent the Commission in legal forums outside the Commission, including state and federal court, legislative hearings, and other agencies. Represent the agency in administrative hearings and appellate courts as well as state and federal courts and agencies. Review and analyze proposed and enacted legislation, provide summaries to the Commission, and participate in legislative hearings when asked. Provide oral and written opinions to division directors, staff and outside counsel as needed. Fulfill ad hoc roles in the general administration and functioning of the Commission as an adviser to the Commission. Assist in formulating and drafting internal Commission policies and rules, and internal personnel policies; assist in resolving personnel conflicts. Review and approve a variety of contracts; perform other related duties as required. Minimum Qualifications

Training:

Admission to practice law in the State of West Virginia. Experience:

Nine years of full-time or equivalent part-time paid experience in the practice of law, including trial experience in administrative or judicial proceedings. Substitution:

One year of full-time or equivalent part-time paid employment as an attorney with the agency to which assigned shall be considered the equivalent of two years of other qualifying experience. Other Information

Special Salary Range For The Public Service Commission: The salary range is $108,881 to $131,800 for this classification. State employment offers a variety of benefits.
