The Information Technology Manager is responsible for managing the day-to-day operations and supervision of the information technology department to ensure strategic, efficient, and effective technical service to support agency operations.

Essential Functions
Serve as a leader and role model for the organization in matters relating to information technology services and provide leadership of assigned team operations. Lead the strategic development and implement processes for the agency's IT systems and department. Prepare, implement, and manage new and existing departmental processes, polices, and procedures to ensure an efficient, full-cycle information technology system. Establish efficiency and efficacy standards, proving recommendations for improvement of IT infrastructure. Determine and monitor key performance standards for IT system and department. Collaborate with other departments and agencies regarding resources and services for improved technology support and staff development. Analyze IT infrastructure and systems performance to assess operating costs, productivity levels, upgrade requirements, and other metrics and needs. Oversee security of systems, networks, and enterprise information from internal and external risks, intrusions, and unauthorized access. Facilitate IT security audits and/or investigations. Develop and maintain relationships with external IT vendors and service providers. Develop and implement business continuity protocols to minimize disruption to business operations in the event of emergency situations or data loss including, but not limited to; disaster recovery, backups and restoration, and proper periodic testing. Maintain high-availability (24/7) of technology operations datacenter, business systems (on-prem/cloud), telecommunication systems, and network connectivity. Maintain up-to-date technologies deployed through software updates, firmware, hardware upgrades, and its replacement. Procure technology hardware, software, licensing, networking, and telecommunications equipment. Maintain inventory of hardware and software technologies including date of purchase, renewals, depreciation, and documentation of proper recycling Assist in maintaining electronic health record systems, including but not limited to; authorized access, development, support, and HIPAA compliance Attend and conduct meetings in-person in the office or the community, virtually through video (audiovisual), and by phone (voice only) as required. Travel off-site as needed for various programming opportunities including meetings, conferences, activities, and events Ensure assigned staff compliance with quality care initiatives including Meaningful Use (MU), Medicare Merit Based Incentive Payment System (MIPS), Commission on Accreditation of Rehabilitation Facilities (CARF), and Certified Community Behavioral Health Clinic (CCBHC) requirements. Serve as a subject-matter expert on the use of electronic health record (EHR) systems and health registries and promote the utilization of the Community Electronic Health Record (CEHR) for individuals served. Ensure that the CNS Healthcare standards of service are applied to interactions with individuals served, guests, and staff. Participate in and promote departmental and agency quality improvement initiatives. Assume responsibility for professional growth by current reading and attendance at educational programs and conferences. Maintain knowledge and compliance with established policies and procedures, corporate compliance program, code of ethics, applicable federal, state, and local laws and regulations, HIPAA standards, and other regulatory programs. Perform other related duties as assigned. Supervisory Responsibilities
Organize and oversee the day-to-day operations of the assigned team to ensure appropriate coverage of responsibilities. Educate, enforce, and ensure team compliance with CNS Healthcare policies and procedures. Cultivate, maintain, and enhance team, department, and interdepartmental relationships to promote collaboration, teamwork, and a positive working environment. Serve as a conduit of communication between direct reports, department leadership, and agency leadership. Build a strong team by attracting, selecting, onboarding, and developing direct reports to retain high-performance team members and empower them to elevate their level of responsibility, span of control, and performance. Serve as a role model, mentor, and coach in providing ongoing and consistent individual supervision that is focused on meeting individual productivity and performance goals, as well as departmental goals, objectives, and project deadlines. Manage employee performance, including any verbal/written warnings and conducting employee evaluations to provide examples of behavior, ways for employees to improve performance, and development of goals for the coming year. Lead assigned team in quality improvement initiatives and compliance with all quality improvement initiatives and standards to promote quality achievement across the organization. Responsible for managing work schedules, time and attendance, paid time off, and mileage for assigned staff in a timely manner. Qualifications:
Required
At least a Bachelor's degree in information systems, computer science, or related area of study At least 3 years of experience in a technology supervisory role Strong working knowledge of Microsoft Office Suite and Electronic Health Record (EHR) systems Ability to quickly learn an array of computer hardware and software programs including telecommunication systems Passion for providing unparalleled customer service in a dynamic and diverse environment Ability to explain technical issues to technical and nontechnical internal and external keyholders Strong analytical and problem-solving skills Experience with the application of the Health Insurance Portability and Accountability Act (HIPAA) in health care organizations Ability to understand and value cultural and ethnic differences, their alternatives perspectives, lifestyles, etc. Ability to write clear, concise reports and the ability to formulate and implement an effective treatment plan.
