Job Description
JOB OBJECTIVE:
Performs advanced (senior-level) safety, risk and health program work. The Safety Officer IV is responsible for developing, implementing, and overseeing safety, risk management, and insurance programs for the Texas Historical Commission (THC). This role ensures compliance with federal, state, and local regulations; coordinates training and inspections; manages claims and insurance policies; and supports staff in maintaining safe workplaces and public environments. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES:
1.
Program Oversight & Compliance
Develop, implement, and evaluate safety and risk management programs across THC divisions and historic sites.
Ensure compliance with federal, state, and local regulations, including coordination of Continuity of Operations (COOP) and Emergency Action Plans (EAP).
Serve as Hazardous Materials Coordinator and ensure proper storage, handling, and disposal of hazardous materials.
Develop and maintain safety logs and Safety Data Sheet (SDS) books for THC divisions and historic sites.

Training & Team Development
Develop and train a Safety Team to assist with fire drills, inspections, and emergency response activities.
Provide direction, guidance, and technical assistance to Site Managers, Maintenance Supervisors, and staff on safety and risk management practices.
Coordinate training programs and ergonomic assessments; organize safety meetings and annual programs to strengthen site safety awareness.
3.
Inspections & Safety Monitoring
Conduct and/or coordinate on-site inspections of historic sites, facilities, and infrastructure to identify hazards and risk exposures.
Coordinate safety visits, fire drills, and inspections with the State Office of Risk Management (SORM), Texas Facility Commission, the State Fire Marshal's Office, and other authorities; follow up on deficiencies and corrective actions.
Monitor accident and incident reporting processes and track corrective measures.
4.
Risk Reporting & Documentation
Prepare and submit required reports including the SORM 200 (Agency Risk Management and Expenditures Report) and semi-annual safety reports.
Gather and analyze data on claims, incidents, and expenditures to support reporting and risk management planning.
Coordinate with Human Resources to track incident reports, workers' compensation claims, and training records.
5.
Insurance & Claims Management
Manage and facilitate insurance renewals for THC sites, volunteer programs, and other policies.
Track and process workers' compensation claims, liability claims, and third-party insurance claims in coordination with SORM and General Counsel.
Ensure timely communication of policy updates, site changes, and property valuations.
6.
General Responsibilities
Adhere to established work schedule with regular attendance.
Follow all THC safety guidelines, procedures, and ethics requirements.
Maintain the highest level of confidentiality in all matters and issues affecting the agency.
NON-ESSENTIAL DUTIES:

Qualifications:
QUALIFICATIONS/REQUIREMENTS:
Graduation from an accredited four-year college or university. (Education may substitute for experience on a year for year basis Four (4) years' experience in occupational safety and/or risk management. Experience managing insurance claims and risk reporting. Strong communication skills to provide guidance and training to staff at all levels. Ability to conduct inspections and develop corrective action plans.
Valid driver's license, acceptable driving record, and ability to drive a state vehicle; and
Required to travel up to 35% of the work period.
PREFER:
Familiarity with state risk management systems (SORM, CAPPS, RMIS) preferred

OSHA 30-hour certificate

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of safety and health programs, concepts, and techniques;
Knowledge of safety and risk management policies and objectives;
Knowledge of local, state, and federal safety and health regulations;
Knowledge of principles and practices of public administration and management related to Texas state safety and health; Knowledge of a full spectrum of safety and risk management principles and practices from an industrial and/or marine environment;
Knowledge of construction management practices and techniques;
Effective verbal and written communication, human relations, and organizational skills;
Skill in developing and implementing safety and health programs and policy;
Skill in analyzing risks and accidents and successfully implementing preventative solutions, measures, and policies;
Skill in reviewing files, reports, and programs for compliance with applicable state and federal laws related to safety and loss control programs;
Skill in operating a personal computer with word processing, database, and spreadsheet software;
Ability to develop, communicate, and implement a well-defined safety program;
Ability to identify risk hazards and implement corrective actions;
Ability to effectively plan, schedule, and organize training and safety meetings;
Ability to work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail;
Ability to schedule, contract, receive, and maintain CPR/AED/First Aid Trainers to ensure site staff receive certifications.
Ability to plan, organize, and work independently, as well as within a team environment;
Ability to exercise sound judgement and maintain the highest level of confidentiality.
REGISTRATION, CERTIFICATION, OR LICENSURE: Must have or obtain a valid Driver's License and Defensive Driving Course to operate state vehicles.
ENVIRONMENT/PHYSICAL CONDITIONS:
Work involves working irregular hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays, or holidays. Work involves pulling and pushing, kneeling, stooping and bending, safely climbing, and safely lifting items up to 50 pounds. The workplace setting is a historic site, an office, or an outdoor setting where there is exposure to high temperatures, weather, dust, insects, and pollution. Work includes traveling on uneven pathways and unpaved surfaces.
