Overview
JOB OBJECTIVE: Performs managerial work providing direction and guidance in strategic operations and planning. To leverage extensive expertise in architecture and strategic planning as a Director Level II Architect, leading initiatives to drive organizational innovation and effectiveness. Responsible for overseeing the development and implementation of capital and historic preservation projects that align with the THC agency mission, business objectives, and enhanced operational efficiency. Collaborates closely with executive leadership, cross-functional teams, and external stakeholders to deliver exemplary architectural solutions across a variety of specialized project types. Serves as a senior management member of staff with minimal supervision and the highest ability for initiative and independent judgement. Responsibilities
Formulate comprehensive plans for the preservation of buildings and the enhancement of visitor facilities. Prepare detailed construction documents for the repair and restoration of historic structures, ensuring strict adherence to recognized architectural standards, historic preservation guidelines, and all applicable codes and regulations. Supervise the development of architectural plans and specifications for both new facilities and historic structures. Oversee contracted work to guarantee quality and compliance with project objectives. Conduct thorough evaluations of the condition of historic buildings and sites. Prepare analytical reports and plans that describe current conditions, identify potential restoration or repair strategies, prioritize necessary work, and provide accurate budget estimates to support decision-making. Collaborate with the THC executive leadership to establish and refine program-wide priorities, ensuring alignment with organizational goals and resource allocation. Provide expert assistance with site managers in managing projects that impact both historic structures and contemporary facilities, offering guidance to ensure preservation standards are met. Design and implement training opportunities to promote exemplary building stewardship. Facilitate training sessions and provide ongoing assistance with the development and execution of cyclical maintenance plans for historic properties. Maintain comprehensive records and data on historic buildings, including historical information and documentation of all building improvement projects, to support ongoing preservation efforts and future planning. Directly supervise and oversee the work of staff assigned to the preservation architecture program, ensuring high performance and adherence to professional standards. Coordinate the development of site maintenance and improvement priorities, as well as budget planning, in close partnership with the Division Director, site supervisors, site managers, and other program staff. Assist in the preparation of solicitation documents for construction, repair, and restoration projects at state historic sites, ensuring clarity, completeness, and compliance with agency requirements. Collaborate effectively with vendors and contractors to facilitate the successful completion of Texas Historical Commission (THC) construction, renovation, and restoration projects. Establish and implement procedures and policies designed to proactively address and resolve project-related challenges, ensuring the smooth and efficient progression of work. When issues arise that cannot be resolved at the project level, promptly escalate them to Texas Historical Commission (THC) executive leadership to facilitate timely and effective resolution. Maintain a consistent work schedule with regular attendance, meeting all established expectations for reliability and professionalism. Strictly adhere to all THC safety protocols, guidelines, and ethical standards, demonstrating a commitment to workplace safety and integrity. Non-Essential Duties

(The application must specifically state how each of the following qualifications are met): · Graduation from an accredited college or university with a professional degree in Architecture · Knowledge and full understanding of the Secretary of the Interior’s Standards for the Treatment of Historic Properties. · Experience in project management, construction oversight, and facilities maintenance practices. · Work experience serving in a supervisory or management role. · Ability to maintain the security or integrity of the critical infrastructure. Must be registered as an Architect by the Texas Board of Architectural Examiners. · Valid driver’s license, acceptable driving record and ability to drive a state vehicle; and · Required to travel up to 25% of the work period. This position is housed in a state building near the state capitol in Austin and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. In addition to office work, duties will include evaluating historic structures, which may involve entering attics, crawl spaces, and other dark, damp or confined spaces, as well as climbing ladders and walking on roofs. Work may involve extended periods working outdoors in hot or cold conditions. Work includes visiting active construction sites where loud noises, dust, and uneven walking surfaces may be encountered. Applicants must be willing to travel and overnight travel is often required. This position attends and sometimes presents at conferences, meetings and workshops, requiring evening and weekend work hours. Travel typically requires driving, although some air travel is also expected.
