Functional Manager Duties Include Provide Engineering functional oversight for the Engineering staff in your department, including active employee engagement, career development, performance reviews, merit planning, mentoring, and training. Oversee and guide Level 2 Managers in the execution of their roles. Ensure strong Engineering technical execution and discipline across the portfolio, promoting adherence to engineering processes, procedures, and best practices to ensure quality work products and reduce risk. Lead the team in mitigating risks and engage subject matter experts as needed. Recruit new talent (entry-level to senior) to meet staffing demand, and redeploy talent across programs as needed to maximize impact. Plan and manage the indirect budgets for the Engineering department. Support the development and implementation of strategic initiatives focused on continual efficiency and process improvement in Engineering execution on portfolio programs. The selected candidate must demonstrate success in applying leadership characteristics to achieve sustainable top performance across a large technical team, ethics and integrity, and the ability to innovate while challenging traditional ways of doing business. Balance programmatic needs to deliver results within cost, schedule, and quality parameters, while encouraging innovation at all levels. Qualifications
Basic Qualifications: Bachelor’s degree with at least 12 years of technical experience in Software Engineering or related discipline (Master’s degree with 10 years; PhD with 7 years) Ability to obtain and maintain a TS/SCI clearance At least 5 years of experience leading large teams of technical professionals (Engineering functional environment or as a program IPT lead) Strong understanding of Software Development execution processes and best practices Working knowledge of Engineering functional tasking including Program Execution, Staffing, Engineering Metrics and Training resources, Processes, and Tools Demonstrated ability to build diverse and inclusive teams with high engagement, including mentoring and coaching Preferred Qualifications: Experience leading and growing diverse technical teams with >75 staff Active TS/SCI clearance Experience leading teams executing Software and FPGA Development Experience in Agile Frameworks; leadership roles such as Scrum Master preferred Experience overseeing or leading DevOps implementations Experience driving cost, schedule, and technical performance for complex programs, with innovation Clearance: Active DoD Top Secret clearance with ability to be granted SCI access Master’s Degree in Business Administration What We Can Offer You
