Clerical Financial Record-Keeping Position

Positions assigned to this class provide general clerical financial record-keeping functions and performs skilled work in billing, obtaining financial data, accounts payable, accounts receivable, collections, and cash management. Maintains accounting records. Processes invoices and payments, balances the cash drawer and completes bookkeeping duties involved in supporting the general ledger. Provides support and work in billing, customer service, and other general clerical duties. Essential duties include: Verify the accuracy of meter reads and exception thresholds prior to creating monthly invoices. Provide administrative, clerical, and customer service; greet customers, prepare required paperwork, process payments and answer inquiries and routine correspondences. Accept and sign for office deliveries; process incoming mail, returned mail, and address changes. Post data to various ledgers, registers, journals, and logs according to established account classifications and procedures; perform a variety of general clerical duties including typing and maintaining files, records, and supplies. Receive payments from customers, reconcile daily transactions and allocate funds to the appropriate customer account. Complete end-of-day settlement reports to include balancing and deposits. Once balanced, cash payments are taken to Finance for processing. Accept all incoming applications and inquiries submitted through webmail. Verify the completion of all incoming applications and inquiries submitted through webmail. Process work orders for meter repair and replacement, as needed. Pursue collection of delinquent accounts. Remit past due and final notices, schedule, and communicate disconnect notices to customers. Scan and attach required documentation to customer accounts. Assist customers with online portal to include account set up, payments, and managing user information. Support the water district's policies, goals and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures. Minimum qualifications include: Education and Experience: Must possess a high school diploma or GED, and one (1) year of full-time experience in clerical accounting, or financial record keeping, or bookkeeping that included customer contact work, OR an equivalent combination of education and experience. Supplemental information includes: Knowledge of City, District and Department procedures, policies and guidelines; City Code; Arizona Revised Statutes. General accounting, bookkeeping and cash handling principles and practices. Principles and procedures of statistical and financial records maintenance and retention; financial databases. Skills in establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely. Operating a personal computer utilizing standard software such as Microsoft Office and some specialized software and standard office equipment; proficient typing and data entry; accurate cash handling and money management. Maintaining composure and working effectively under stress and when dealing with irate or difficult customers; meeting deadlines. Providing quality customer service. Pre-employment requirements may include fingerprinting, background investigation, employment verification, drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver's license to operate a vehicle in Arizona or meet the transportation needs of the position. Physical demands and work environment include frequent sitting and continuous operation of a personal computer, and may require lifting and/or carrying items weighing up to 25 pounds.
