Overview
Participates in planning, developing, coordinating, and evaluating economic or community development programs to promote Hawaiis products and to encourage the expansion of business and the attraction of new business to the County of Hawaii. Assists communities in identifying economic development endeavors; participates in developing, promoting, and implementing business/community initiatives; provides technical training and assistance to community groups; conducts research and analyses on topics related to economic development; prepares reports of findings and recommendations; and performs other duties as required. Conduct studies and analyses of industries, products, and commodities, including factors such as production, transportation, finance, marketing, and resource requirements (land, capital, labor, water, fuel, and energy). Compile and evaluate economic data and reports on economic development initiatives and activities for various industries to support marketing and promotional programs and to identify trends, opportunities, and adverse developments. Research, plan, develop, and implement economic development projects and programs for the County of Hawaii; analyze costs and implementation methods appropriate for Hawaii County. Prepare reports of findings, conclusions, and recommendations; review study results with staff, industry groups, and others. Work with community groups and local organizations to secure partnerships and participation in economic development initiatives. Stay informed of current laws, regulations, and tax incentives at local, national, and international levels to identify opportunities for employment and business in Hawaii County and for development of initiatives and activities. Develop and establish collaborative partnerships with community groups, nonprofits, governmental agencies, businesses, and service providers to implement and develop programs. Provide leadership and direction for project operations related to community capacity building; assist communities in identifying economic development endeavors; provide technical assistance and training; connect needs to resources. Conduct grant research and monitor, assess, and evaluate activities of grant-aided agencies or programs to ensure attainment of goals and compliance with proposal and grant conditions, policies, procedures, laws, rules, and regulations. Respond to inquiries regarding local industries, products, or general information about business in Hawaii. Develop plans for specific product promotion projects and activities; determine appropriate methods of presentation; prepare and discuss plans and proposals with supervisors and interested product promotion groups; develop a proposed promotion budget and coordinate necessary arrangements; evaluate the effectiveness of completed promotional efforts. Participate as a team member to assist higher-level specialists on highly complex and unusual research projects. Monitor the continuing effectiveness of existing marketing systems for a stable, established industry by collecting information and analyzing trends and conditions. Participate in reviewing legislative bills and resolutions on product promotion and industry development; draft testimony or comments as appropriate. May draft contracts for promotions and consultant services; may supervise lower-level staff. Operate a vehicle to travel to various districts around the island to meet with groups of interested parties, private businesses, community organizations, and other governmental agencies to explain and promote the services of the economic development initiatives. Perform other related duties as assigned. Training and Experience
A combination of education and experience substantially equivalent to: Graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of official college transcript to your application); and Three (3) years of work experience involving the compilation, examination, analyses, and interpretation of statistical and other data; and One (1) year of which shall have involved the coordination and monitoring of community or economic development projects/programs; and Possession of a valid State of Hawaii drivers license (Class 3) or comparable license at time of filing (license must be submitted at time of hire).
