Overview

Full performance level in human resources support functions and office management under general direction. Requires considerable knowledge of human resources, benefits and payroll policies and procedures to assist higher-level HR management in ensuring division-wide compliance with federal, state, county regulations, program requirements, policies and procedures, and bargaining unit contract provisions. Acts as a liaison between the department and administration HR office. Prepares rosters and reports, maintains confidential and compliance records, collects, analyzes and interprets HR data, and ensures accuracy and timely updates. May serve as lead worker and provide work direction/training to clerical or support staff. Performs related departmental clerical duties and other tasks as assigned.

Responsibilities

  • Assist higher level HR professionals with position fulfillment requirements; prepare job postings and advertisements; conduct preliminary applicant screenings and provide recommendations.
  • Respond to applicant inquiries regarding positions, procedures, and benefits; may conduct interviews and administer in-house testing; initiate background checks and notify applicants of hiring decisions; prepare weekly posting reports.
  • Maintain personnel records within departmental HR and payroll systems; process personnel actions and data transmission between applicant tracking and payroll systems; maintain inventory and order office supplies.
  • Maintain leave records and accruals; compile payroll costs for regulatory and budgetary reporting; receive and audit timecards and electronic attendance data; apply paid/unpaid time and calculate premium pay; research back-pay situations and respond to payroll and personnel action inquiries.
  • Provide benefits information to employees; assist with benefit enrollment, open enrollment processes, and related communications; coordinate printing and distribution of HR materials; assist with special projects as assigned.
  • Provide administrative support to HR staff; schedule meetings and travel; manage documents and scanning; assist with drafting documents and research as needed.
  • Support training and development activities and help meet organizational and legal requirements in a timely manner.

Qualifications

  • Completion of undergraduate core program in human resources, business administration, management or public administration OR at least one (1) year of HR, administrative, or office support experience (public sector experience preferred) OR equivalent evidence of minimum requirements.
  • Driving Requirement: Must maintain a current valid United States driver’s license with an acceptable driving record.
