Duties
- Leads the design and development of complex Operational Technology (OT) and IT systems, focusing on system automation, Industrial Control Systems, Programmable Logic Controllers (PLCs), and associated network architecture infrastructure.
- Oversees and coordinates all phases of IT and OT system projects, including planning and analysis, design, development, testing, deployment, and implementation, for DLA Energy supply chain initiatives.
- Provides system support for technologies such as Automated Fuel Handling Equipment, Tank Gauging, Hydrant Equipment Monitoring Interface, and Hydrant Fuel Automated Maintenance systems;
- as well as Traditional IT platforms such as Fuels Manager Defense (FMD) and Energy Procurement Support Tools (EPST).
- Ensures that the design, development, deployment, and sustainment of Energy IT and OT projects adhere to schedules, stay within budget, and meet performance standards as defined by functional and technical stakeholders during project development.
- Researches and analyzes complex system schematics and blueprints to resolve configuration and interface challenges between application modules or external system partners, as referred by other systems analysts.
- Analyzes logistics business processes within automated information systems (AIS) and Industrial Control System Supervisory Control and Data Acquisition systems leveraging Commercial Off-the-Shelf (COTS) and Government Off-the-Shelf (GOTS) software;
- ensuring that proposed system changes, fixes, and enhancements maximize the capabilities of the software/hardware.
- Develops and assists in the creation of functional requirements and technical specifications, ensuring alignment with mission needs and technical capabilities.
- Provides technical expertise to project teams, identifying the optimal use of data elements, tables, internal configurations, and tools within COTS solutions to enhance system functionality.
- Delivers customer support, addressing system users' needs by evaluating the criticality of reported issues, preparing effective responses, and recommending solutions.
- Coordinates and communicates with stakeholders, including Headquarters, lead site representatives, and project managers, to propose and implement resolution alternatives that are technically accurate, and achievable within required timeframes.
- Acts as the Contracting Officer Representative or the Contractor Officer Technical Representative (COTR). Supports and assists the Contracting Officer Technical Representative (COTR).

Qualifications
To qualify for an IT Specialist (SYSANAL YSIS) your resume and supporting documentation must support: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed:
- Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Recommends effective resolutions to system design and problem issues, balancing trade-offs between system performance, efficiency, customer and business needs, the criticality of the process within the business area, and the technical capabilities of current software and hardware for both IT and OT systems.
- Analyzes and evaluates customer user requirements from multiple perspectives, including processes embedded within COTS software and the functionality of electronic components supporting DLA's logistics business operations.
- Ensures application interfaces, extensions, forms, and reports adhere to regulatory requirements governing IT/OT cyber and physical security while aligning with the agency's logistics business processes and operational objectives.
- tasks related to all facets of the project including requirements definition, product development, systems support and implementation.
- Consults with Senior Project Integrator to resolve project management problems that require the incumbent to apply precedent setting solutions to technology, methodology, policy, and guidance conflicts.
