Under general direction from the Executive Director, provides high-level, confidential support to the Executive Director, staff, and Trustees of the Library District by ensuring the timely, accurate, and efficient processing of the HR, administrative, and financial functions. Human Resources

Manages employee relations and engagement in an effort to foster a positive workplace environment. Ensures policy compliance with government and other legal requirements; interprets, explains, and communicates policies to staff; maintains and updates employee handbook. Assists Executive Director in monitoring compensation and benefits; makes recommendations for adjustments, as needed. Works with the Village of Winnetka to manage employee benefit enrollments and terminations. Acts as administrator for FSA, IMRF, and 457(b) plan benefits. Manages and maintains employee information and physical personnel files; oversees and co-approves biweekly payroll. Manages recruiting efforts for new personnel including job postings, phone screens, interviews, and background checks. Conducts onboarding with new employees. Conducts exit interviews and processes terminations, as needed. Provides guidance to management team on employee relations and oversees annual review process. Keeps current with developments, trends, and issues in HR and libraries. Administration

Acts as a Person-In-Charge (PIC) and a backup in the absence of the Executive Director. Acts as one of three Freedom of Information Act (FOIA) Officers for the Library District. Manages record retention in compliance with state regulations & standards. Helps create, implement, and execute the strategic plan, policies, and procedures. Together with the Executive Director, supports the Board of Trustees through:

Preparing draft ordinances and resolutions and maintaining Trustee election documents. Reviewing minutes, preparing board packets, setting up for, and attending Board meetings.

Orders supplies and manages supply inventory. Acts as Facilities Management vendor liaison for Winnetka Library. Finance

Receives and processes vendor invoices and acts as primary contact for accountants. Acts as primary contact for vendors and responds to all invoice/account related issues and inquiries. Coordinates payments for performer contracts. Approves and files monthly credit card reports and processes employee reimbursement requests. Collects checks and petty cash and conducts weekly bank deposits. Assists Executive Director with budget preparation and assists with managing the budget. Oversees budget lines for employee recognition, office supplies, and breakroom supplies. Acts as primary contact for auditors and prepares documentation for annual financial audit. Gathers and submits data required for insurance applications. Other duties as assigned. Required Knowledge, Skills, & Abilities

Knowledge of Human Resource practices and employment law (federal, state, and local). Minimum of three years’ experience in a Human Resources role. Excellent judgment, organization, and time-management skills. Ability to work independently, meet deadlines, and complete detailed tasks with a high degree of accuracy. Able to work well with others and demonstrate excellent oral/written communication skills. Able to stay calm in times of crisis and effectively mediate difficult situations to achieve successful outcomes. Able to travel between district branches and to and from work-related events within the state of Illinois. Experience in a public-facing organization preferred. Department
