HR Generalist Employee & Labor Relations
The HR Generalist Employee & Labor Relations serves as a strategic business partner, helping to build and strengthen the human resources of WSSC Water. The HR Generalist provides a full scope of HR services, with an emphasis on employee & labor relations. Essential Functions: Investigate, gather, and analyze information to ensure that employment actions comply with established policies, operating procedures, human resource laws, and collective bargaining agreements. Administer organizational policies and the collective bargaining agreements. Guide client teams in human resources-related matters such as employee/labor relations, human resources policy guidance and interpretation, performance management and the disciplinary process. Provide managers and employees with counsel, and assist management in resolving employee relations issues to reduce legal risk and ensure compliance with federal and state employment laws. Provide managers and employees with general benefit and compensation information as well as coaching, as needed. Analyze, research, provide recommendations, and develop new policies or updates existing policies on a variety of employment issues in compliance with evolving and current laws and organizational standards. Analyze complaints, conduct workplace investigations, and provide recommendations to management in the handling of formal and informal complaints that fall outside the scope of the EEO / EEI Division or in the absence of the Equal Employment Officer, and/or outside the scope of Police & Homeland Security Division. Manage the grievance and appeals process for both union and non-union employees. Ensure the effective operation of the performance management system within the client team; guide managers and employees on establishing goals and reviews performance evaluations for correctness and effectiveness. Maintain liaison with the HR Office to assure that policy and practice are coordinated with other WSSC Water Departments. Perform all tasks and job functions in compliance with regulatory requirements. Mediate general disagreements between managers and employees. Drives a vehicle to conduct WSSC Water business. Other Functions: Designs and facilitates management studies and other special projects. In conjunction with Department leadership, develops business project mapping, decision analysis, workload measurement and job design. In conjunction with Department leadership and the HR Office, develops and implements a strategic workforce plan. Performs employee relations/labor relations, EEI / EEO, and/or DEI /EJ activities at off-site facilities, as needed. Work Environment And Physical Demands: Business casual office setting Required Knowledge, Skills, And Abilities: Working knowledge of human resources policies, practices and tools and demonstrated knowledge of pertinent employment laws and regulations. Demonstrated experience implementing organizational best practices and fostering a customer service culture. Working knowledge of project management. Demonstrated ability in strategic thinking, internal consulting, conflict resolution, communication at all organizational levels, negotiation and mediation, and managing change. Ability to communicate effectively verbally and in writing. Ability to build relationships and partner across functional and organizational lines. Ability to make independent decisions, solve problems and implement those decisions. Ability to exercise sound judgment. Ability to use standard office automation software. Minimum Education, Experience Requirements: Bachelor's degree and 6+ years' experience in human resources Demonstrated experience in multiple program areas such as talent management, employee relations, labor relations, EEO investigations & compliance, DEI programs, compensation management, learning & organizational development and/or benefits management. OR High School diploma (or equivalent) and 10+ years' experience in human resources Demonstrated experience in multiple program areas such as talent management, employee relations, labor relations, compensation management, learning and organizational development and/or benefits management. Additional Requirements: Possession of a valid driver's license with no more than 4 points and the ability to obtain and maintain a WSSC Water driver's permit within 90 days or hire or transfer. Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter.
