Code Enforcement Division Manager
The City of San Jose's Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards. This is accomplished by departmental staff in service to customers by: Assisting and guiding land use and development to promote long-term goals and objectives that render safe, beneficial, and more sustainable communities Providing orderly administration and compliance of building codes, as mandated by the various levels of government, to ensure the construction of buildings, homes, and structures meet intended life safety and structural requirements Investigating and resolving citizen complaints of municipal code violations on private property in order to promote, maintain, and improve quality of life issues that better allow for safe and harmonious conditions in all neighborhoods The Department is currently recruiting for two Division Managers for the Code Enforcement Division. The Department is seeking applicants who are committed to understanding, executing, and improving the customer experience to best achieve the above goals and objectives. This includes providing excellent service and guidance to residents, property and business owners, developers, and other stakeholders throughout the planning, building, and code enforcement processes. Strong communication and interpersonal skills are essential, as the department values building positive relationships and fostering collaboration with other departments, agencies, and the community. Additionally, applicants who possess a strong knowledge of planning principles, building codes, and/or regulatory requirements will be highly valued, as they will play a key role in ensuring compliance and promoting healthy, safe, and sustainable development practices. The Code Enforcement Division is divided into the following three sections: Field Operations: Includes two core programs the Multiple Housing Program and Community Development Block Grant Program which provide proactive inspections, complaint response, and enforcement of rental units in buildings with three units or more. Special Operations: Includes the General Code Program which provides complaint response, inspection, and enforcement to all single family, condominium/townhomes, duplex, commercial and industrial private property city wide, and Special Programs which enforce municipal code regulations for various business types such as vacant buildings and storefronts, tobacco retail licensing, and abandoned shopping carts. Admin & Call Center: Provides front line customer service and support to staff in administrative functions. The Department's Code Enforcement Division ensures private properties are in compliance with building, zoning, substandard housing, blight, and other various Municipal Codes through outreach, education, inspection, and administrative enforcement by way of the following activities annually: Conducting approximately 8,200 residential inspections within over 1,700 multiple-housing buildings Responding to and resolves approximately 3,300 General Code cases Performing annual inspections of approximately 1,200 local businesses within the special programs categories Responding to approximately 11,000 customer phone calls The salary range for Division Manager is $142,622.48 - $225,758.26. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience. The Division Manager positions perform work of considerable difficulty, involving supervision of Code Enforcement Supervisors, and staff responsible for enforcing various City codes and ordinances related to zoning, housing, blight and related health and safety areas. The incumbents will act on behalf of the Code Enforcement Deputy Director in matters relating to divisional responsibilities requiring a high level of leadership and administrative acumen. The Division Managers report directly to the Code Official/Deputy Director and are responsible for the day-to-day operations of assigned Code Program functions within the Department, necessitating strong organizational and strategic planning skills. Additionally, they manage Special Programs that enforce municipal code regulations for various business types, including vacant buildings and storefronts, tobacco retail licensing, and abandoned shopping carts. The Special Operations Division Manager ensures that all special operations are conducted with a high level of professionalism and adherence to City codes and regulations. The Special Operations Division Manager also works closely with various stakeholders to address any issues related to special operations and community safety. In addition to strong technical knowledge, the successful candidates will also have excellent communication and interpersonal skills, as they will be required to interact with a wide range of stakeholders, including the City Attorney's Office, San Jose Police Department, and Housing Department, as well as provide technical assistance in legal cases and ordinance development; attend community meetings and engages with customers, and works directly with elected officials. Responsibilities for the positions include, but are not limited to the following: Lead, supervise, and mentor a team of code enforcement officers, supervisors, and administrative staff. Ensure that all field operations are conducted efficiently and effectively and all inspections and enforcement actions are carried out in accordance with City codes and regulations Plan, implement and evaluate Department and Division programs. Develop, implement and monitor policies, procedures, strategic initiatives, goals, objectives and guidelines. Direct all aspects of field enforcement, investigations, and complaint resolution regarding building, zoning, property maintenance, health, and safety codes to ensure compliance with federal and state laws, rules and regulations and local codes and standards. Participate in and advising on the development of department policy. Prepare and manage division budgets, work plans, and performance metrics. Coordinate with other city departments, legal staff, elected officials, and the community to address code compliance and quality-of-life issues. Authorize expenditures; directing allocation of grant funds, negotiating contracts, administering agreements. Supervise program managers and staff including hiring and selection; establishing performance measures and tracking; developing training programs; reviewing and approving work products prepared by Division staff. Provide advice and consultation to program managers, supervisors and staff. Prepare and presenting reports and information to the City Council, boards and commissions. Handle escalated, sensitive, or high-profile cases. Represent the Department at city council meetings, public hearings, and community events. Represent the Division in meetings with community, business and industry groups, professional organizations and governmental agencies. Education : Bachelor's Degree from an accredited college or university in a closely related field. Experience : Six (6) years of progressively responsible experience directly related to code enforcement or a field involving regulatory compliance, including three (3) years of supervisory experience.
