Primary Responsibilities
Market Sector Directors (MSD) drive HDR’s business within the Highway & Roads (H&R) market sector, the largest HDR market sector. The H&R market sector includes highways, toll roads, city and local roads, and bridges, with services including bridge and highway design, traffic engineering, transportation planning, tolling, construction management, and administration. The primary responsibilities are divided into three areas: Market leadership and business development (approximately 70%) Staff development (approximately 20%) Support to operations (approximately 10%) Key duties include setting the vision for growth strategies, coordinating with regional leadership, implementing growth initiatives, developing staff to meet annual market sector goals, and communicating with HDR leadership to implement strategic and operating plans at the market sector level. The MSD reports to the Transportation Business Group (TBG) Market Strategy Director and collaborates with regional leadership, client managers, and practice group leaders. HDR has ongoing contracts with state Departments of Transportation and with municipalities, and is expanding internationally. The H&R professionals engage with clients to deliver HDR services across advisory, environmental, strategic communications, facilities, and more. The Market Sector Director develops growth initiatives, coordinates best practices, and strengthens HDR’s brand in the marketplace, while engaging a broad employee base to reinforce HDR’s image to clients and markets.
Business Development Responsibilities
The Market Sector Director leads efforts to understand the marketplace, determine the best business approach for HDR, and support areas in winning contracts. The role focuses on the market sector but collaborates with cross-sectors and other market sectors. The MSD leads an organization that gains market share and interfaces with local area client development programs and the area business development leads to: Oversee the creation and implementation of the market sector vision, aligning technical/professional services with leadership across the firm. Serve as the Client Manager for selected key clients within the market sector. Engage in selected projects as Principal-In-Charge. Promote HDR services to clients within the market sector with client managers. Participate as a member of the Transportation Business Group Management Team. Collaborate with Regional Business Group Directors on area goals and market sector initiatives. Drive client development and pursuit processes with client managers and business development leaders. Support area and strategic pursuits through client relationship development and pursuit activities. Participate in industry associations at a leadership level and model HDR values in business and community roles. Identify key investments (acquisitions and technology) to maintain HDR’s leadership position. Monitor marketing capabilities and ensure coordination with departments to achieve goals. Develop relationships with industry counterparts and with senior leadership in key client organizations. Lead strategic partnerships with other firms to enhance HDR’s growth, potentially including acquisitions. Represent HDR with industry organizations in the US, Canada, EMEA and APAC (e.g., AASHTO, IBTTA, NASTO, SASHTO, MASTO, WASHTO, etc.). Staff Development Responsibilities
– Lead an organization to support clients, win work, and provide staff growth opportunities. Support area leadership with recruitment of future market sector employees. Include coordination of global P&L with local area managers and staffing decisions with leadership. Coordinate key hires and approve strategic hires; participate in Annual Performance Conversations for market sector leaders. Drive technical excellence with business class directors and coordinate staff to support project delivery and marketing. Manage staffing/recruiting plans for key hires; assist local leadership as needed. Support to Operations
– Assist Regional Business Group Directors and area managers in delivering professional services for area projects. Key tasks include client management, monitoring market sector profit and loss, staff assignments, work sharing, and QA/QC program support. Performance & Quality
– Monitor market sector performance indicators (NFE/NFB, profit, unbilled revenue, AR, losses, investments), manage workload, promote resource efficiency, and apply staff expertise to projects. Assist with contract reviews to manage risk, staffing, and claims resolution. Promote QA/QC and share lessons learned.
Qualifications
Preferred Qualifications Minimum 20 years experience in planning/engineering in highway or bridge design Professional engineering license or equivalent Current or past leadership positions within highway/road industry associations (AASHTO, IBTTA, and similar organizations globally) Required Qualifications Bachelor's degree in Engineering or a closely related field Minimum 12 years of industry experience including leadership Strong written and verbal communication skills Strong client management and development skills with a proven history of growing/leading a practice Strong business skills including budgeting, staffing, and operations Strategic marketplace analytics to position HDR Commitment to HDR’s employee-owned culture What We Believe HDR is our company.
