Participates in the design, development, and lifecycle management of Operational Technology (OT) and Information Technology (IT) systems, focused on system automation, Industrial Control Systems (ICS), PLCs and associated network architecture infrastructure. Monitors and tracks development projects to ensure platform governance and quality control. Supports all phases of IT and OT system acquisition projects including planning, analysis, design, development, testing, deployment, implementation, and sustainment. Assists in developing acquisition strategies and prepares key program documentation such as Acquisition Strategy Reports (ASR), Test and Evaluation Master Plans (TEMP), and Project Management Plans (PMP). Collaborates with contracting and acquisition professionals to ensure seamless execution of acquisition milestones. Ensures adherence to program performance requirements by maintaining compliance with cost, schedule, and performance metrics as outlined by functional and technical stakeholders. Manages risk, mitigation strategies, and change management processes to meet program objectives. Analyzes and resolves technical challenges, including system schematics, blueprints, and configuration/interface issues. Leverages analytical methods to identify and implement solutions that enhance system interoperability. Evaluates and optimizes business processes within automated information systems (AIS) and ICS/SCADA platforms using COTS and GOTS software. Ensures proposed system changes, enhancements, and fixes are fully aligned with operational goals while maximizing software and hardware capabilities. Develops and validates functional and technical requirements, ensuring alignment with mission objectives and adherence to DoD standards. Prepares detailed technical specifications and acquisition requirements to guide system implementation and sustainment activities. Participates in stakeholder engagement, communicating with DLA Headquarters, program managers, site representatives, and cross-functional teams to deliver solutions, technical requirements, and operational timelines. Acts as the Contracting Officers Representative (COR) or Contracting Officer Technical Representative (COTR), managing contractor performance, tracking deliverables, and ensuring contract compliance. Supports the development of Statements of Work (SOW), Independent Government Cost Estimates (IGCE), and contract modifications. Monitors and manages technical risks associated with data replication, integration, and system interoperability, ensuring secure and reliable operations across IT and OT environments. Provides customer and user support, addressing critical system issues, preparing comprehensive responses, and implementing recommended solutions. Ensures continuous improvement through post-implementation reviews and system updates. Supports sustainment and cybersecurity compliance, ensuring all IT and OT systems meet DoD RMF standards. Qualification Summary
To qualify for an IT Project Manager (APPSW), qualifications must include: Specialized Experience: experience equipped with the knowledge, skills, and abilities to perform duties of the position. For GS-12, one year of specialized experience equivalent to GS-11 or equivalent. Applicants must meet eligibility requirements including time-in-grade and other regulatory requirements by the announcement closing date. Examples of specialized experience may include: recommending effective resolutions to system design and problems; analyzing customer user requirements; ensuring interfaces and reports adhere to IT cyber and physical security requirements; handling all facets of project work including requirements, development, and implementation; coordinating with Senior Project Integrator on project management problems. In addition, applicants must demonstrate four competencies: 1) Attention to Detail 2) Customer Service 3) Oral Communication 4) Problem Solving.
