IT Program Manager

Provides guidance on the development and implementation of enterprise priority programs, such as the Warehouse Management System (WMS), the Distribution Standard System (DSS), the Vendor Shipping Module (VSM), and other applications supported... Leads data-driven sustainment improvement initiatives for WMS, focusing on enhanced system performance and reliability. Provides IT systems analysis/engineering support and expertise for the overall strategy, formulation, oversight, rationalization and guidance for the implementation and deployment of warehouse management and transportation software applications and systems (such as WMS, DSS, and VSM), and other DoD-wide enterprise business capabilities. Implements and optimizes AIF for queue management, reducing error rates, and improving processing efficiency through systematic monitoring and control. Utilizes advanced computer architectures and hardware in combination with Commercial Off the Shelf (COTS), Government Off the Shelf (GOTS), warehouse management software, transportation software, and understanding Audit Controls. Advises teams of functional analysis and IT professionals in the planning, designing, training, initial fielding, operation, and maintenance of the specific applications supported and DoD business information technology systems in general. Fosters cross-functional collaboration between TM, EWM, ECC, and Testing teams to ensure alignment on queue management and system optimization efforts. Areas of responsibility include requirements development, integration, independent verification and validation, deployment, software effectiveness assessment, and new business application and engineering concepts with a focus on gap analysis and system deployment, analyzing root causes of recurring queue errors and implementing preventative measures to reduce volume and impact. Assists in tracking and preparing annual budget plans and projections for budget cycle in support of IT modernization. The incumbent must have a clear understanding of applicable audit readiness end-to-end processes within a process management functional area - including manual and system processes and their associated internal controls. Provides governance for audit inquiries, ensuring proper documentation and control of Firefighter roles, and maintains WMSCAP-006 compliance. Timely responses to auditor requests and aggressive implementation of corrective action plans associated with audit deficiencies. Develops and manages contracting processes and procedures, reviewing, preparing, and submitting contracts for bid and monitoring contract performance. Serve as the Contracting Officer Representative; reports and coordinates activities with the contracting officer, maintains a COR file and forwards it to the lead COR and/or contracting officer.
