IT Technical Manager (Workday Finance Implementation)

Job Title
The position leads and manages the technical operations of their area of expertise. This includes solutions for the installation of a new Enterprise-Wide Business System as well as ensuring the resulting project is managed successfully for the City's Finance areas. This position is responsible for developing and implementing the technical strategy, supervising technical staff, overseeing technical projects and programs, and ensuring the technology is used effectively. The position needs to ensure that the area is aligned with the City's overall strategic goals and objectives. Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities
Develop and implement technical strategies across a functional team: This position is responsible for developing and implementing technological systems that support the overall goals of the IT and Finance departments. This includes researching new technologies, evaluating their potential impact, and making recommendations to the senior leadership team. Manage and mentor IT Staff: This position is responsible for managing and mentoring IT staff, including hiring, training, and performance management. This involves setting performance standards, providing feedback, and coaching employees to ensure they have the necessary skills and knowledge to perform their job effectively. The position also involves conducting effective change management techniques and strategies. Build and maintain enterprise-wide relationships: This position is expected to build and maintain relationships with key stakeholders around the enterprise. This involves effective communication, negotiation, and collaboration skills. Manage technology projects: This position manages IT projects from conception to completion. This involves developing project plans, setting timelines, assigning tasks, and overseeing project teams for the new Workday ERP system. Develop standards for a functional area: This position is responsible for developing standards for the technical team. This could include complying with relevant regulations, cybersecurity requirements, and best practices. Manage IT operations for a functional team: This position is responsible for overseeing the team's day-to-day operations. This involves leading IT and Finance staff that may report to someone else, ensuring the smooth running of the new Workday systems, and providing technical support to employees. Develop project and lifecycle budgets: This position is expected to develop and create budgets related to their area of expertise. This includes ongoing lifecycle upgrades and new investments. It would consist of one-time and ongoing cost estimates, including resource allocation of existing staff. Provide technical expertise: This position is expected to have high technical knowledge and expertise in Finance and Accounting software as well as Project Management. They will be required to provide technical guidance and support to team members and others in the IT department or the City Enterprise as appropriate. Ensure compliance with security standards: This position ensures the security and privacy of the City's IT systems and data. This may involve implementing security protocols and procedures and ensuring compliance with relevant cybersecurity standards. Working Conditions: Office environment. Required Qualifications
Minimum Education: Bachelor's degree in information technology or equivalent. Minimum Experience: Requires seven years of related experience. Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered. A resume is required. Deep technical knowledge in a specific field, especially Finance and Accounting Enterprise Resource systems. Experience with Workday is a major plus.
