Overview

DSHS HCLA Provider Network Navigator State of Washington. The WA Cares Fund is seeking a dedicated Provider Network Navigator to play a crucial role as a designated specialist for the determination of provider eligibility for the delivery of social and medical long term care services to eligible beneficiaries, in addition to training staff who conduct client/beneficiary eligibility assessments and advising providers who deliver services to those clients. This position is part of the WA Cares Fund team within the Home and Community Living Administrations (HCLA) WA Cares Fund Division and reports to the WA Cares Provider Network Operations Unit Manager. The position monitors a Network of over 14,000 WA Cares Fund Care Providers. The role can be performed statewide as a hybrid telework opportunity with some in-office needs as they arise. Responsibilities Oversee the providers intake and contract navigation process, providing feedback, recommendations and information. Coordinate provider cases regarding appeals, beneficiary complaints, and the monitoring process; act as liaison with internal DSHS entities and external entities such as Area Agencies on Aging, Office of Administrative Hearings, and community-based social service organizations. Influence ongoing development of statewide Provider Network policies and procedures in response to evolving program needs. Develop regionally and culturally appropriate WA Cares Provider outreach and recruitment strategies. Prepare preliminary findings reports and Corrective Action Plans for providers and upload them to their files. Assist Administrators and staff by interpreting policies and procedures; obtain clarification from Policy Staff regarding contracts and monitoring as needed. Review provider application materials and determine eligibility; facilitate provider application, contracting, and licensing. Coordinate and deliver training to staff and providers on topics such as registration, contracting, ProviderOne, and Quality Assurance Audits/Monitoring. Research and develop connections with regional providers, employers, community-based organizations, agencies, tribes, and other partners. Route providers to internal and external partners for complex issues (e.g., Policy Program Managers, Area Agencies on Aging, etc.).

Ability to analyze and resolve complex issues related to the WA Cares Fund. Ability to work cooperatively and professionally with the public and colleagues. Understanding and analysis of legal documents; ability to make independent decisions and critically analyze complex materials. Critical thinking and problem-solving skills; proactive attitude and process-improvement mindset.

Who Should Apply

One year of experience as a Social and Health Program Consultant 3 or equivalent, OR Two years of experience as a Social and Health Program Consultant 2 or equivalent, OR A masters degree in social work, a health or social science, public administration or related field; AND four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs, OR A bachelors degree in social work, a health or social science, public administration or related field; AND five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs, OR A combination of nine to ten years of professional/practical experience in the same area. A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.
