DSHS HCLA GCAP & Decision Making Staffing Specialist (Social & Health Program Consultant 4). Join our team as a GCAP & Decision Making Staffing Specialist within the Home and Community Services (HCS) division of the Home and Community Living Administration (HCLA). In this specialist-level role, you will provide statewide support, consultation, and training on the Guardianship and Conservatorship Assistance Program (GCAP) and decision-making case staffings. You will collaborate with internal and external partners, including regional staff, clients, legal entities, related community partners, and contractors, to assist qualified adults identify, obtain, and maintain legal decision makers. By helping clients access long-term care services and transition from acute care hospitals to community settings, you play a critical role in promoting independence, dignity, and quality of life for older adults and people with disabilities across Washington State. What youll do
Serve as a subject matter expert on the Guardianship and Conservatorship Assistance Program (GCAP), including decision-making, consent, Power of Attorney, Guardianship, and Conservatorship. Act as the primary contact for GCAP contractors and coordinate with regional staff, Area Agency on Aging staff, community partners, legal teams, and other stakeholders to support clients in securing legal decision makers. Oversee GCAP documentation and authorization processes in CARE. Provide training and education to staff and partners to strengthen knowledge and resources related to client consent and decision-making. Track and analyze trends in decision-maker barriers impacting hospital transitions and develop solutions to reduce discharge delays. Review and interpret legal documents, facilitate staffings with cross-agency and legal partners, and guide the Informed Consent Escalation Pathway to ensure compliance while upholding client rights. Participate in complex case reviews, contractor meetings, and hospital staffing discussions to address barriers, navigate difficult conversations, and support smooth transitions to community settings. Qualifications
Strong communication skills to work effectively with clients, staff, legal entities, and community partners, and to compose clear, professional correspondence. In-depth knowledge of Washington States long-term care, medical, behavioral health, and legal systems. Understanding of statutes, regulations, and judicial processes related to decision-making authority, including RCW 11.125 and RCW 11.130. Ability to interpret legal documents, apply granted authorities, and advocate for the rights of older adults and people with disabilities. Skill in leading multi-disciplinary teams, facilitating trainings, and navigating sensitive or difficult conversations across diverse audiences. Strong problem-solving and organizational abilities to manage complex cases, prioritize work, and meet judicial and organizational timelines. Proficiency in Microsoft Office and other computer applications for data tracking, reporting, presentations, and documentation. Who should apply?
One year of experience as a Social and Health Program Consultant 3 or equivalent OR Two years of experience as a Social and Health Program Consultant 2 or equivalent OR A Masters degree in social work, health or social science, behavioral health, or a related field, AND four years of professional experience in training, planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs OR A Bachelors degree in social work, health or social science, public administration, or a related field, AND five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs OR A combination of professional and practical experience totaling nine to ten years in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs. Note: A degree in Social Work must be from a program accredited by the Council on Social Work Education. Additional Information
Work schedule: 8:00 AM 5:00 PM, Monday through Friday. Position requires a valid drivers license and the willingness to drive and travel throughout the state.
