Code Enforcement Officer I/II
The County of Del Norte Community Development Department is seeking a qualified candidate for the position of Code Enforcement Officer I/II. This position is classified as full-time. This is a responsible position that represents the Community Development Department in the community that requires the focused ability and skills to perform a broad range of routine to complex code enforcement assignments and carry out enforcement duties and responsibilities to ensure compliance with county codes with minimal supervision except as new or unusual circumstances arise. Employees in this classification receive general supervision within a broad framework of policies and procedures. Under general direction and supervision of the Community Development Director, performs routine to complex inspections, investigations and enforcements of county codes, ordinances and regulations relating to zoning and land use, grading, nuisance, including visual blight, recreational vehicle and tents, abatement of abandoned and inoperative vehicles, parking control and a variety of others that are under the jurisdiction of the county and within the function of the Community Development Department. The Code Enforcement Officer I is the entry level in the classification series receiving general direction and is assigned enforcement work which may be complex and demanding with a high level of responsibility for outcome. With additional experience and demonstrated abilities and skills the incumbent may be eligible for advancement to the II level. The Code Enforcement Officer II is the journey level in the classification series and receives limited supervision and is expected to perform a broad range of routine and complex enforcement assignments with outstanding interpersonal skills using an in-depth knowledge of county policies, federal and state environmental law and code enforcement disciplines. With additional experience and demonstrated abilities and skills, the incumbent may be eligible for advancement to the III level. Plans, organizes and carries out investigations and enforcement for compliance with building, land use and vehicle abatement codes, laws and regulations. Performs a variety of the routine to complex enforcement work that includes investigation and evaluation of complaints of violations of ordinances or codes involving zoning and planning that may include conflict resolution and mediation of disputes over code violations. Pursues appropriate compliance procedures if voluntary compliance fails to correct condition in violation that includes coordination of tasks and activities with other county division and/or departments and outside agencies. Conducts investigations throughout the county, issuing notices of violation, notices to abate a nuisance, citations and conducting follow-up investigations to ensure compliance. Provides follow through on the enforcement of conditions of approval and mitigation measures associated with discretionary permit issuance. Prepares correspondence and reports, collects and provides evidence and testimony as well as pertinent information and data for cases going before the Court, Board of Supervisors, Administrative Hearing Officer, Planning Commission and other jurisdictions as necessary Prepares and receives correspondence and inquiries pertaining to a variety of code enforcement subjects and provides information on property maintenance, nuisance abatement, land use and zoning. Interacts, both verbally and in writing, with a wide variety of community individuals, groups and/or officials demonstrating a common-sense approach to decision making, exceptionally strong dispute resolution skills and strong organizational skills. Performs related duties as necessary or required. Minimum Qualifications Level I: Graduation from high school supplemented with college coursework, equivalent to a four-year degree in a related field; a bachelor's degree or certification of completion from a trade school in a closely related field such as environmental studies, geography, law or administration of justice is highly desirable. A minimum of two years of experience in an administrative, technical or similar position in a regulatory agency or office, preferable involving public contact or experience performing duties equivalent to building inspection or land use specialist is desirable. Certification from California Association of Code Enforcement Officers is highly desirable. Prior experience as a peace officer or criminal investigator is desirable, but not required. Level II: Two years of experience as a Code Enforcement Officer I or equivalent is required. Requires: Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with property owners, the public, other professional contacts and public officials. Knowledge of methods and practices of conducting inspections as they pertain to building and land use codes, concepts and zoning principles and the techniques of researching ordinances and history of ordinances, property ownership and zoning. Knowledge of methods of conducting office and field investigations including investigative, interview, problem solving, negotiations and enforcement techniques regarding violations of State and local ordinances and codes. Knowledge of methods, principles and practices of code enforcement that conforms to law and administrative and agency policies pertaining to building and land use codes, parking control, nuisance abatement and vehicle abatement. Knowledge of principles of effective communication in dealing with the public, English usage, spelling, vocabulary, grammar and punctuation and effective public relations and education. Knowledge of the use of computer software applications pertinent to research, report writing and record keeping. Ability to plan and conduct timely and comprehensive investigations and enforcement actions for county and state land use and vehicle abatement laws, codes, ordinances and regulations. Ability to interpret regulations ordinance, codes and administrative procedures and to apply impartial enforcement. Ability to respond to routine to difficult inquiries, complaints and requests for service in a fair, tactful and timely manner. Ability to gather, analyze and process information and evidence for investigative purposes while ensuring confidentiality when appropriate. Ability to analyze a variety of information relative to complaints and determine appropriate resolutions and/or enforcement actions. Ability to prepare clear, concise and accurate records, reports, public education brochures and other educational materials. Ability to obtain certification from the California Association of Code Enforcement Officers (CACEO) and to meet the physical demands of the job.
