Code Enforcement Officer

The City of West Sacramento is seeking a Code Enforcement Officer to investigate and resolve potential violations of municipal and state laws, ordinances, codes, and regulations. This position involves performing routine enforcement inspection duties and providing information and general assistance to homeowners, tenants, and the public. Preference will be given to those candidates who currently possess any, or a combination of, the following: International Code Council (ICC) or equivalent certification as a C8-Combination Inspector, B5-Building Inspector, and/or Property Maintenance/Housing Inspector; California Association of Code Enforcement Officers (CACEO) or other accredited program "Advanced Code Enforcement Officer" and/or "Substandard Housing Inspector" certification. An official City of West Sacramento application form must be filled out, in its entirety. It is the applicant's responsibility to explain their qualifications fully and clearly. In addition, applicants must submit a resume and complete the required supplemental questionnaire. Incomplete information on the application, resume and/or supplemental questionnaire may be cause for disqualification. Application packages will be reviewed and screened for qualifications. Additional screening criteria will be developed based on the supplemental questionnaire. The Code Enforcement Officer I/II/Senior investigates and resolves potential violations of municipal and state laws, ordinances, codes, and regulations including, but not limited to, zoning, sign, building, and vehicle codes and nuisance abatement. While the incumbent is learning City policies and procedures and specific methods and requirements for code enforcement work, they will perform the more routine enforcement inspection duties and provide information and general assistance to homeowners, tenants, and the public. Supervision is received and exercised from the Code Enforcement Manager or designee. No direct supervision of staff is exercised. The Code Enforcement Officer I is the entry level classification within the Code Enforcement Officer series. The classification is used for employees to learn the duties of a Code Enforcement Officer in the City of West Sacramento. Initially, under close supervision, the incumbent performs the more routine duties while learning City policies and procedures and becoming familiar with the variety of departmental systems and practices. As experience is gained, duties become more diversified and are performed under more general supervision. The Code Enforcement Officer II is considered the journey level in the series, exercising more independence of direction and judgement and knowledge of code enforcement procedures. This class is distinguished from the Senior Code Enforcement Officer in that the latter serves as the advanced level in the series. Examples of essential functions include preparing for and conducting inspections of properties and structures for compliance with current City building, nuisance abatement, zoning, and sign codes and regulations; identifying and monitoring corrective actions to be taken by property owners; conducting initial and follow-up investigations of violations of state and local laws, ordinances, or codes; and preparing and issuing infraction/misdemeanor citations for violations of City and State codes relating to nuisance, zoning, abandoned vehicles (public right-of-way), oversized trucks in residential districts and parking. Education and experience required include a high school diploma or equivalent, and one (1) year of experience in public contact work for Code Enforcement Officer I; one (1) year of full-time experience performing duties involving code enforcement for Code Enforcement Officer II; and four (4) years of full-time experience as a journey-level Code Enforcement Officer for Senior Code Enforcement Officer. Possession of a valid California driver's license is also required. Working conditions may include interacting with upset members of the public, working various shifts on evenings, weekends, and holidays, and wearing appropriate uniforms. Physical demands include mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to inspect various City sites; vision to read printed materials and a computer screen and make inspections; color vision to inspect electrical wiring; smell to detect gas or sewage leaks; touch to determine hot and cold water fixtures; and hearing and speech to communicate in person, before groups, and over the telephone. The job involves field inspection work requiring frequent walking at inspection site areas to monitor performance and to identify problems or hazards; traversing uneven terrain, periodically sitting, standing, stooping, bending, climbing, and kneeling to perform the work; finger dexterity to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment, cameras, and computers; grasp tools and inspect electrical devices; occasionally bend, stoop, kneel, reach, climb, push, and pull drawers open and closed to retrieve and file information; occasionally lift, move, and carry objects that typically weigh up to 40 pounds, and must be able to physically remove signs or other postings from public property. Environmental elements include work in an office and inspection site environments; exposure to dust, noise, and inclement conditions.
