MAJOR FUNCTIONS Under the general guidance and leadership of the Chief Building Official and the Director of Development Services. This is an administrative position that assists and supports the Code Compliance Team with clerical, administrative and overall support functions for the team. Core responsibilities include the preparation of documents associated with administrative hearings and legal notices, answering telephone calls and emails, taking accurate notes and preparation of minutes, utilization of various business equipment and other support functions. Preparation and documentation relating to compliance and education relating to codes used by citizens, businesses and the general public are critical components of this position. ESSENTIAL DUTIES To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Search property records as recorded in the Tax Assessment Office and the official property record books to derive the most recent transactions affecting legal ownership of property. Maintain organized, exceptional notes and documentation of actions as they relate to all code compliance-related communications. Maintain records of compliance and corrective actions. Transcribe and maintain minutes from official meetings. Prepare notices of violations to owners of record, indicating concerns that pose a threat to health or safety. Record investigations, inspections, action taken by the City of Panama City and corrective action taken by the property owner. Prepare reports for use by administrative and judicial authorities. Perform routine research on zoning ordinances and condemnation considerations. Prepare and maintain the Procurement of the Code Compliance Department to the specifications set forth in the Standard Operating Procedure. Maintain a professional, cooperative and helpful relationship with the Code Compliance vendors. Answer telephone calls and emails in a timely, organized and effective manner. Completes check requests, purchase orders, purchase card allocation and other accounting-related functions for the team. Completes time sheet change requests, technology tickets, supply acquisition and other support to the team as it relates to support functions. Assists with standard business support for the Code Compliance team. Maintain a professional and exceptional communication and cooperative relationship with the City Attorney's office as it relates to Code Compliance issues. Performs other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the code of ordinances and land use regulations of the City. Strong interpersonal skills to encourage compliance with various municipal codes. Ability to de-escalate situations to achieve positive outcomes. Strong basic business practices and generally accepted business practices. Exceptional desire to portray a positive attitude with citizens, team members and other departments. Knowledge of the City rules, regulations, policies and procedures as well as mastering relevant training programs and content. Ability to understand and carry out complex oral and written instructions in a manner that is professional and courteous. Ability to establish and maintain professional, cooperative, team-focused and effective relationships with team members, other agencies, other departments, leaders and the general public. Strong organizational skills and ability to multitask on an ongoing basis. Ability to keep records and make reports from such records. Ability to research code compliance lien cases for accuracy; prepare draft recommendations for lien settlement with guidance of expectations. Excellent writing skills and strong ability to summarize documents for others. Strong English skills, both orally and in writing, with the ability to proofread for exceptional accuracy. Strong skills in Microsoft Office products (Word, Excel, PowerPoint, and Outlook). Ability to learn and utilize third-party software in an independent and efficient manner. Knowledge or ability to learn State and City regulatory requirements in the administration of code compliance. MINIMUM QUALIFICATIONS
High school diploma or equivalent required. Florida Notary Certification (or ability to obtain within 30 days). Valid Driver's License. One year of progressively increasing administrative support experience, with a preference for experience in municipal government environments, is preferred. A comparable amount of training or experience may be substituted for the minimum qualifications.
