Project Manager IRS Enterprise File Storage (EFS) Program & Workflows

KeenLogic seeks experienced Project Managers to oversee planning and execution across the IRS Enterprise File Storage (EFS) program. The Project Managers will coordinate schedules, budgets, risks, and deliverables across workflows, while ensuring program documentation, reporting, and stakeholder engagement are delivered to a high standard. This role requires both federal project management compliance knowledge and transferable project leadership skills to manage cross-functional teams, vendors, and technical staff.

Required Qualifications

• U.S. Citizen
• Must be tax-compliant and eligible for IRS Public Trust clearance
• 7+ years of project management experience
• Relevant degree preferred
• Project Management Professional (PMP) certification
• Proficiency with Agile delivery methods and collaboration tools (SharePoint, Microsoft Teams, Jira, or equivalent)
• Experience with federal IT governance frameworks, including FISMA (Federal Information Security Modernization Act), CASO (Continuous Authorization Services and Oversight), and ATO (Authorization to Operate) processes

Responsibilities

• Develop and manage integrated workflow schedules, dependencies, risks, and deliverables
• Deliver required program reports, communications plan, and development organization chart
• Ensure IRS One Software Development Lifecycle (OneSDLC) documentation and annual reviews are current and accurate
• Oversee test planning, validation, and execution for each workflow release
• Support training and adoption through development of guides and user resources
• Track spending plans, budgets, and audit findings (including Treasury Inspector General for Tax Administration (TIGTA) reviews)
• Facilitate regular stakeholder briefings and project dashboards to communicate status, risks, and performance metrics
• Lead risk and issue management workshops, ensuring mitigation strategies are implemented
• Coordinate across technical leads, business subject matter experts, and product owners to align user stories and requirements with IRS priorities
• Manage vendor and subcontractor deliverables, ensuring alignment with program objectives
• Foster a culture of accountability and continuous improvement by documenting lessons learned and implementing process enhancements
