As an IT Project Manager (PLCYPLN) you will be responsible for the following: serve as a senior technical and program management expert assigned to the Operational Energy Applications (OEA) PMO, supporting Operational Technology (OT) and Information Technology (IT) programs throughout the acquisition and system development lifecycle, including planning, development, testing, deployment, and sustainment. Provide leadership and oversight for a diverse portfolio of DLA Energy programs including Fuel Depot System Asset Visibility (FDS-AV), Fuel Depot System - Inventory Management (FDS-IM), Electronic Point of Sale (EPoS), Hydrant Equipment Monitoring Interface (HEMI), Hydrant Fueling Automation Maintenance (HFAM), Automated Tank Gauging (ATG), Energy Procurement Support Tools (EPST) and the legacy Fuels Manager Defense (FMD) platform. Manage enterprise modernization and integration initiatives for Industrial Control Systems (ICS) and SCADA platforms, ensuring alignment with DLA Energy mission requirements and evolving Department of Defense cybersecurity mandates. Coordinate across stakeholders including DLA Energy, DISA, PEO J6, cybersecurity, and engineering support teams to ensure compliance with NIST SP 800-53, SP 800-82, and DoD Zero Trust Architecture principles. Develop, review, and manage acquisition documentation in accordance with DoDI 5000.02, DoDI 5000.75, and DoDI 5000.87 policy. Lead requirements gathering, business case analysis, market research, and Integrated Government Cost Estimates (IGCEs), aligning solutions with enterprise architecture, cybersecurity considerations, and operational performance objectives. Travel CONUS and OCONUS may be required to support mission needs. Oversee the full program lifecycle including risk management, performance tracking, configuration management, and system readiness assessments. Develop integrated master schedules and program roadmaps; lead PMRs and milestone reviews to support informed decision-making by senior stakeholders. Serve as the Contracting Officer Representative; coordinate activities with the contracting officer, ensuring acquisition execution aligns with technical and operational expectations. Prepare executive-level briefings, reports, and program summaries for SES, Flag/General Officers, and DLA leadership. Lead or contribute to the creation and sustainment of governance structures, standard operating procedures, knowledge management artifacts, and metrics dashboards to track program health and organizational performance. Qualification Summary

To qualify for an IT Program Manager (PLCYPLN) your resume and supporting documentation must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including Time-in-grade (General Schedule positions only), Time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: overseeing development, assessment and monitoring of performance-based standards; determining minimum criteria for investments and comparing information system investment projects; administering budgeting requirements to support systems planning, upgrades, and migrations to Agency standards; working with the Contracting Officer and Leadership to address contract challenges.
