Help develop plans to implement, test, deploy, and train personnel for each software/data functionality release. Conduct post-implementation assessments to evaluate system efficiency and performance. Provide technical guidance in designing, coding, testing, debugging, and maintaining software applications and data structures programs. Manage life-cycle phases of application and data systems to ensure efficiency in information technology (IT) operations. Perform and lead software and data structure development efforts to meet program and customer needs. Conduct information systems design analyses to define opportunities for new or improved design process solutions. Provide expertise in software development and data structures. Define system requirements, develop software and data architectures, and oversee the lifecycle of IT systems to enhance NAVFACENGCOM's capabilities. Use software development and/or data science techniques, guiding a team in system design, implementation, and maintenance. Lead a workforce development, training, and recruitment efforts to ensure the organization meets its technical and strategic goals. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must obtain, maintain and use a government travel card. This position is designated as a Cyber IT/Cybersecurity Workforce position. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing technical leadership for integrated software and data system development projects. Designing and implementing complex data structures, schemas, and integration pipelines. Applying modern data science techniques to solve business and operational challenges. Translating technical and functional specifications into working software systems. Mentoring technical staff, developing training plans, supporting recruitment and retention. Skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
