Overview

San Francisco International Airport (SFO) is seeking an Employee and Labor Relations Manager to ensure fair and respectful treatment of employees, manage grievances and disciplinary processes, and guide performance management in alignment with the Airport’s strategic goals. The role involves supervising staff, coordinating labor relations activities, and partnering with Talent Development to strengthen leadership capabilities. The position reports to the Director of People, Performance & Development (PPD). Responsibilities

Manage negotiations, grievance processes, investigations of employee complaints, disciplinary hearings, and performance management. Oversee performance appraisal programs aligned with strategic goals and ensure consistent application across divisions. Represent the Airport in contract negotiations, CSC meetings, briefings, grievances, and arbitrations. Interpret and ensure compliance with CSC Rules, City Charter, CBAs, employment laws and regulations. Advise managers on employee/labor relations issues, disciplinary actions, grievances, coaching, performance management, and applicable laws and policies. Partner with Talent Development to design and deliver training for supervisors on performance management strategies. Develop positive relationships with employee/labor unions and partner with CCSF on negotiations and labor agreements. Prepare effective written communications (investigative findings, grievance responses, letters, memorandums) and develop employee/labor policies and practices. Lead people-focused projects (e.g., Airport Integrated Operations Center) ensuring alignment with employee experience priorities. Create an employee experience aligned with the Airport’s core values and culture. Qualifications

Minimum Qualifications 1) Education: Bachelor’s degree from an accredited college or university. 2) Experience: Five (5) years of professional-level HR experience in employee/labor relations, disciplinary processes, classification and compensation, and HR administration, including three (3) years supervising professional staff. Strong relationship management, written and oral communication skills; experience in public sector labor relations. Proven ability to manage complex initiatives with milestones and timelines; skilled in conflict resolution and customer service. Selection Procedures
