Employee and Labor Relations Manager (0931) SFO – (159239) San Francisco International Airport (SFO) is seeking an Employee and Labor Relations Manager to lead employee and labor relations activities, oversee performance management programs, and drive a positive employee experience aligned with the Airport’s strategic goals.

Overview

The Employee and Labor Relations Manager plays an integral role in ensuring fair and respectful treatment of employees, managing grievances and progressive discipline, investigations of workplace issues, case management, and participation in arbitrations and collective bargaining. The role also oversees performance management programs, training, and people-related projects to support organizational goals and employee experience priorities. This position reports to the Director of People, Performance & Development (PPD).

Responsibilities

Manage negotiations, grievance processes, investigations of employee complaints and concerns, disciplinary hearings and procedures, and performance management.

Oversee performance appraisal programs tied to strategic goals, ensuring alignment across divisions and consistent application of practices.

Represent the Airport at contract negotiations, CSC meetings, briefings, grievances, arbitration, etc.

Interpret and ensure compliance with CSC Rules, City Charter, CBAs, and other employment laws and regulations.

Manage the implementation of various human resources programs.

Advise managers on employee/labor relations issues, CBA interpretation, disciplinary actions, grievances, coaching, performance management, and related policies.

Partner with Talent Development to design and facilitate training for supervisors and managers on effective performance management.

Develop and facilitate relationships with employee/labor unions to advance the Airport’s mission.

Partner with CCSF on employee/labor negotiations and labor agreement development and implementation.

Prepare effective written communications (investigative findings, grievance responses, letters, memorandums).

Develop and implement employee/labor-related policies and practices.

Lead people-focused projects, including the Airport Integrated Operations Center (AIOC), ensuring employee experience and workforce priorities are incorporated.

Create strategies to streamline processes and address areas for improvement.

Provide training to managers on employee/labor issues, disciplinary processes, and performance management.

Create an employee experience aligned with the Airport’s core values and a great place to work culture.

People Responsibilities

Plan, manage, monitor, evaluate, and supervise the Employee and Labor Relations team.

Develop and lead a high-performing team with clear objectives and development plans.

Provide coaching and high-level customer service to staff and stakeholders.

Contribute to PPD vision, initiatives, programs, services, and budget considerations.

Coordinate work activities to improve programs and services; assist in resource allocation and priority setting.

Advise managers to resolve problems, conflicts, and policy or procedural decisions.

Participate in budget development and monitor expenditures with escalation for potential cost overruns.

Plan and direct major projects across divisions; research complex issues and recommend actions.

Serve as liaison with City/County staff and outside agencies; negotiate and resolve complex issues.

Qualifications Minimum Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university.

Experience: Five (5) years of professional-level human resources experience in employee/labor relations, disciplinary processes, classification and compensation, and HR administration, with at least three (3) years supervising professional staff.

Education substitutions: Additional qualifying work experience may substitute for up to two years of the required education on a year-for-year basis. Experience substitutions: Possession of a J.D. or a master’s degree may substitute for one year of non-supervisory experience.

Proven track record in managing complex initiatives with clear objectives, milestones, and timelines.

Strong relationship management, written and oral communication skills, and experience with contract negotiations and union responses.

Public sector HR experience, including labor negotiations and investigations, and building partnerships with labor organizations.
