Overview
job summary: The planned and unplanned work requests have exceeded capacity for a while, and a resource is needed to reduce the backlog. This assignment will be a broad range Techno-Functional HRIS Admin and Business Analyst who will supplement the existing Business Analyst team in functional system configuration in Oracle HCM Cloud Core HCM, Recruiting, Talent Management, Benefits, and Payroll. Tasks will include activities such as configuring: notifications, contingent to employee conversions, documents of record, skills, journeys, and offer letters. In addition tasks will also include Report Development (primarily in BI Publisher via Oracle SQL). The assignment will also supplement the team in the areas of writing system documentation (Business requirements, test plans, process flows, configuration documentation, etc.), writing User Stories, coordinating testing, and project coordination/management for small and medium projects.
Job Summary (expanded): This assignment is responsible for both working on and managing improvements and issue resolution in the Oracle Cloud HCM System (Core HCM, BI Publisher, Recruiting, Talent Management, Benefits, Payroll). Will provide configuration development, system documentation, User Stories, Test Plan development, report development (BI Publisher/Oracle SQL), and Journey development. The HRIS Admin/Business Analyst contingent worker will work with Lead Analysts and IT to address internal stakeholder needs to understand requirements, document requirements, develop solutions and test plans, document solutions and test plans.
Responsibilities & Essential Functions
- Configure, and maintain the HRIS platform in support of the organization's data management and reporting needs
- Collaborate with stakeholders and project team members on small- to large-scale projects which impact business users, processes and systems to identify business needs and solutions, weight opportunities based on estimated business value, and establish scope
- Facilitate or participate in collaboration activities with both business and technical stakeholders to engineer requirements (business, functional, non-functional and data requirements) while ensuring compliance with corporate standards; develop flow diagrams, use cases, user stories and other forms of business documentation
- Respond to support issues by performing initial triage and analysis, providing end user support including documenting workarounds and, if necessary, escalating to IT and notifying impacted parties
- Assist with the development of test plans and strategies, coordinate testing events, and execute test cases in support of changes to business systems
- Create or participate in the development of materials used to facilitate adoption of change by end users including policies and procedures, operating procedures, business processes, training materials, job aids and communications
Knowledge, Skills & Abilities
- Applied knowledge of practices, principles and common business processes associated with human resources services
- Knowledge and experience with administering Oracle's HCM Cloud (Core HCM, BI Publisher/OTBI, Recruiting, Talent Management, Benefits, Payroll)
- Knowledge of test strategies and development; experience with automated test platforms (e.g., OpKey)
- Strong knowledge of system development methodologies (Agile/SAFe and Waterfall)
- Strong grasp of technology's role in business processes
- Applied knowledge of Microsoft Office products (Project, Word, Excel, PowerPoint, Visio)
- Knowledge of project management processes and tools; experience coordinating small to medium projects
- Ability to set attainable goals, work independently and in team environments
- Strong interpersonal, written, facilitation, negotiation, collaboration and presentation skills
- Ability to organize material, analyze facts and develop recommendations
- Ability to manage multiple projects, adapt to change, and meet timelines

Relevant Experience
- 4+ years managing and configuring Human Capital Management systems
- 4+ years in business analysis or business systems analysis delivering changes in HR systems
Education Requirements
- High School Diploma or GED
- Bachelor's Degree OR 3 years relevant experience, OR a combination of college education and relevant experience equivalent to 3 years
Preferred Experience / Education
- Bachelor's degree in business or business systems
- 4+ years delivering changes to business systems and processes
- 4+ years of BA or BSA experience
- Experience with SaaS application development and Oracle HCM Cloud
- Experience with automated test platforms (e.g., OpKey)
- Experience with Employee Experience solutions such as ServiceNow
- Ability to mentor others in configuration processes
- Knowledge of AI use cases in HR
- Experience in Agile/Lean practices (Kanban, Scrum, SAFe)
- Advanced proficiency in Microsoft Office (Project, Word, Excel, PowerPoint, Visio)
