Job Title: Project Manager Task Order: HBITS-07-14288 Agency: NYS Information Technology Services (ITS) Location: Albany, NY – WA Harriman State Campus, Building 8 (Hybrid: onsite with partial telecommuting after 6 months) Duration: 30 Months Rate: Depends on experience

Position Overview As part of the New York HBITS initiative, this role supports the Tax Modernization program, specifically the Integrated Account System (IAS) Project—the largest project undertaken to date. The Project Manager will oversee execution of multiple sub-projects, ensuring alignment across dependencies, schedules, and communication channels. Candidates should bring expertise in project management methodologies, risk/issue tracking, RAID log management, and coordinating application development projects in multi-platform environments. Strong experience in government IT and managing cross-agency initiatives is highly valued.

Responsibilities

Develop and maintain detailed project schedules. Track and manage risks, actions, issues, and decisions (RAID log). Escalate issues to management when necessary. Facilitate meetings, discussions, and status updates with stakeholders. Ensure all phases of the project are executed on schedule and within scope. Support integration and coordination across sub-projects. Prepare and maintain required project documentation.

Qualifications

7 years of experience in Project Management of Application Development projects that include multiple platforms, application programming languages, and methodologies including internal and external web applications. 7 years of experience implementing projects utilizing industry standard project management life cycle methodologies including iterative project planning tracked via a project plan. 3 years of experience in IT customer relationship management in a governmental setting using centralized IT and project management services. 3 years of experience administering a multi-agency project portfolio in a governmental environment, including using standardized project management templates, estimating IT project budgets, determining Return on Investment (ROI), preparing Rough Order of Magnitude (ROM) estimations, and implementing Secure System Development Life Cycle (SSDLC) methodologies. Bachelor’s degree. Project Management Institute (PMI) accredited coursework.
