Job Title: Project Manager Task Order: HBITS-07-14282 Agency: NYS Department of Health Location: Albany, NY – Hybrid (50% onsite / 50% remote) Duration: 30 months Rate: Depends on experience

Position Overview This role is part of the New York HBITS initiative, supporting the Medicaid Data Warehouse (MDW), the state’s primary data repository and analytics platform for Medicaid. The MDW provides business intelligence, reporting, and litigation support, while the Medicaid Analytics Performance Portal (MAPP) supports Health Homes and Value-Based Payment initiatives. As an Expert Project Manager, you will oversee large-scale IT projects that integrate complex systems, manage schedules, and ensure alignment with state standards. Strong skills in PMBOK methodology, stakeholder management, and experience with healthcare, Medicaid, or Medicare IT systems are critical for success.

Responsibilities

Manage large-scale IT projects using PMBOK methodology and best practices. Prepare, monitor, and maintain detailed project plans, schedules, and performance reports. Develop and deliver presentations, meeting materials, and documentation for stakeholders. Facilitate communication across project teams, executive leadership, and external stakeholders. Track progress against goals to ensure scope, schedule, and budget are maintained. Apply formal change management processes and support transition planning. Conduct stakeholder analysis sessions to ensure business and technical needs are fully addressed. Work closely with the Enterprise Portfolio Management Office (EPMO) to align with statewide standards. Transfer knowledge to state staff and provide written documentation as required.

Qualifications

7 years of experience in managing IT projects with weekly interactions and communications with Executive level stakeholders. 7 years of experience in managing COTS software implementation projects and/or in-house application development (SDLC) projects. 5 years of experience in developing and maintaining schedules in Microsoft Project. 5 years of experience working with State, Federal or Local government agencies. 4 years of experience managing software implementation projects or in-house application development projects using industry standard methodologies, reporting into a formal PMO, tracking schedule and budget performance. 5 years of experience working on IT projects in the Healthcare industry, Medicaid or Medicare Systems. College degree in Information Technology, Computer Science, or a similar field of study. 2 years holding PMP (Project Management Professional) Certification.
