This position is a member of our Critical Infrastructure Division.

HERE'S WHAT YOU'LL BE DOING

Oversees the National Dam Safety Program grant to include development of work plans and budgets. Oversees the review of the grant applications and monitors the implementation, management, evaluation, and close-out of grants according to rules and regulations. Oversees the development and implementation of the High Hazard Potential Dams Rehabilitation Grant to include development of operational policies and procedures, work plans, and informational materials. Develops application materials including contract shell, application, guidance documents and checklists. Oversees the review of submitted grant applications and determines the subrecipient's eligibility for award based on established criteria. Monitors the implementation, management, evaluation, and close-out of grants according to rules and regulations. Oversees grant and contract activities for the Section including preparing specifications for bids, negotiating grant/contract renewals and amendments; and making recommendations to revise grant and contract terms and other related documents. Prepares and reviews grant/contract closeout materials. Leads quality assurance and control activities to ensure compliance of grantees with conditions of grants. Provides guidance and oversight on activities that provide technical assistance to agency staff, grant recipients, contractors and the public, including the development of workshops, application assistance events, and conference presentations. Serves as a liaison between the Division, Federal partners, State, and local entities by attending meetings, responding to information requests and resolving issues between parties involved. Identifies and implements efficiencies for grants and contracts, documents, process, and management. Developsa system for files and records maintenance related to grant and contract activities. Implements tracking systems to monitor grant and contract changes; and prepares grant and contract amendments. Oversees the maintenance and purchasing of Dam Safety Program resources, including equipment. Ensures that equipment specifications meet the needs of the Dam Safety program. KEY QUALIFICATIONS

Experience developing and/or managing budgets for a program, section, division, or other similar subdivision of an organization. Experience preparing or reviewing written documents required for grants including: grant work plans, grant reports, grant budget. Experience preparing and reviewing technical or financial documents. Experience in reconciling budget, purchases, and/or grants using budget reports and/or accounting systems. Experience managing and/or procuring contracts. Qualifications:

REQUIRED EDUCATION & EXPERIENCE

A bachelor's degree from an accredited college or university, plus three years of full time experience in developing, implementing, coordinating, administering, monitoring, and/or planning grant programs.

OR

A bachelor's degree from an accredited college or university plus five years of full-time experience performing supervisory, managerial, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material.

Substitution for all options

One year of full-time experience related to examples of work performed may substitute for 30 semester hours of the required education.

OR

A graduate degree in public administration, business administration, environmental resource management, planning, or in an area relevant to the position from an accredited college or university may be substituted for one year of the required experience.

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Grant Specialist IV state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Grant Specialist IV series.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.

Individual and work group schedule determined by the TCEQ Headquarters Office.
