Job Description Summary Under the direction of the Court Administrator, this position provides specialized assistance with the oversight of one or more designated areas of the Court, providing strategic and day-to-day management and direction of the Municipal Court programs, services, policies and staff. This position is responsible for assisting in the development of the department's operational and capital budgets; managing case flow and records management; developing operational policies and procedures; jury management; project management; customer care and quality control in various areas. The ideal candidate for this position possesses a balance of strategic, interpersonal and operational skills, with a minimum of 5 years leadership experience in an Arizona Municipal Court setting. The candidate shall be highly-skilled in both verbal and written communication, with the ability to articulate Municipal Court data in a manner that is easily understood, and demonstrates a clear understanding of Court functions and purpose. The ideal candidate will be experienced in the training requirements applicate to COJET for Arizona Court personnel. Additional desired qualifications include: AJACS case management experience, to include experience at the advanced AJACS user level (experience with AJACS table maintenance and familiarity with running AJACS reports). The ideal candidate should demonstrate the ability to foster positive relationships with co-workers, court staff and the stakeholders of the Court. Preference will be given to the candidate who has experience in supervising Court programs such as: jury management, Language Access planning, Time Standards, specialty courts, and virtual court operations. The candidate shall also possess sufficient management experience to demonstrate the balancing of intuition with analysis, building organizational culture, and understanding budgets. Preference will also be given to candidates who possess an ACM or ACE certification from the Arizona Supreme Court Education Center. Essential Functions This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned. Provides managerial administrative support to the Court Administrator in areas such as policy development and implementation, regulatory compliance, budget administrations, technology and procurement, training and compliance. Responsible for carrying out high-level initiatives as identified by the Court Administrator and providing oversight of one or more areas; budget and fiscal services; communications and website content, jury management, and customer care and quality control in the area of specialization. Assists in developing the department's work plan; organizes, prioritizes, and assigns work activities, projects, and program. Monitors and evaluates all department sections in the following areas: workflow review, best practices, and procedures. Make recommendations and modifications for the enhancement of the Court. Serves as the training coordinator and by assisting in the development of policies and procedures, teaching said procedures, updating tables in the software when legislative changes occur, coordinating training for COJET, ensuring all court staff receiving judicially mandated credits, and organizing paperwork for court personnel. Serves as the case management system liaison and training coordinator by teaching software updates and procedures concerning legislative changes. Evaluate regular audits on workflow case management to ensure quality control for best practices. Create and ensure audits include the following: departmental audits, individual employee audits, new employee evaluation, and monitoring Court Time Standards as required by the Arizona Supreme Court. Supervises and manages Court Security; works in a safe manner and reports unsafe activity and conditions. Following City-wide and Judicial Branch safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring. Implements operational changes based upon procedural analysis in court security and employee safety.
