Description

This is a responsible, skilled administrative position encompassing the administration of business tax receipts, oversight of vacation and residential rentals, and departmental records management in accordance with state, county, and municipal regulations. The employee must exercise considerable independent judgment and possess strong organizational and communication skills. A substantial portion of the employee's time is spent interacting with the public and business community, requiring exceptional customer service. This position also serves as the official records custodian for the Community Development Services Department. Work is assigned and reviewed by the Community Development Services Director. In the event a change is necessary to update the essential functions of the job, the City will provide as much notice as practicable to the employee. Receives inquiries and requests from the general public, business owners, and property managers; provides accurate, courteous, and professional assistance and information. Receives, processes, and maintains all applications, documents, and payments related to Business Tax Receipts (BTR), including coordination with other departments for inspections and approvals. Ensures all required information and supporting documentation is submitted with BTR and rental applications in compliance with applicable codes and ordinances. Maintains accurate records of licenses issued, renewals, inspections, fees collected, and other related information using department software systems. Generates reports on licensing and compliance activity related to commercial properties and short-term/vacation rentals. Conducts business inspections periodically or in response to complaints to confirm active BTRs and compliance with City regulations. Manages registration and compliance tracking for vacation rentals and residential rental properties, ensuring adherence to City ordinances. Coordinates with Code Compliance for investigation and enforcement of unregistered or non-compliant rental properties. Appears before the Special Magistrate as needed to present information regarding violations or compliance issues. Manages the City's vacant property registration process, including monitoring vacant properties, maintaining accurate records, and coordinating with property owners to ensure timely registration and compliance with ordinances. Performs secretarial and clerical assignments, including data entry, correspondence, record filing, and public records request responses. Serves as the official records custodian for the Community Development Services Department; organizes and archives records in accordance with Florida's public records laws and retention schedules. Implements and maintains digital and physical records systems to improve departmental efficiency. Performs related duties as required.

Typical Qualifications

Minimum Qualifications Any combination of training and experience which would provide required knowledge, skills, and abilities are qualifying. A typical way to obtain the required qualifications would be: High School Diploma or GED required; supplemented by two (2) to three (3) years of progressively responsible customer service or administrative experience in a municipal, regulatory, or licensing environment; or an equivalent combination of education, training, and experience. Extensive experience with Business Tax Receipts is required.

Preferred Qualifications Associate's or Bachelor's degree, supplemented by four (4) or more years of relevant experience in public records management, permitting systems, and/or rental registration programs, as well as progressively responsible managerial experience in a related field.
