Position Overview

We are seeking an experienced

Business Development and Capture Manager

to lead strategic growth initiatives and oversee the capture of new business opportunities across DoD and federal programs. This role requires a proven leader with deep knowledge of the federal acquisition process, strong customer relationships, and the ability to manage complex proposal and capture efforts from opportunity identification through award.

The Business Development and Capture Manager will play a critical role in positioning JIRACOR as a premier partner to DoD, leveraging our strengths in training systems, sustainment, engineering services, and integration.

Key Responsibilities Identify, qualify, and pursue new business opportunities with DoD, federal agencies, and partner organizations. Develop and execute capture strategies, win themes, and pricing approaches that align with customer needs and JIRACOR's capabilities. Lead capture teams through the entire business development lifecycle, including pipeline development, customer engagement, proposal management, and contract negotiations. Maintain and expand relationships with key stakeholders at PEO STRI, NAWCTSD, and other defense acquisition offices. Collaborate with internal stakeholders-including engineering, program management, contracts, and operations-to ensure aligned and executable solutions. Manage the development of competitive proposals, including compliance with FAR/DFARS requirements, risk management, and cost/pricing strategies. Conduct market research, competitor analysis, and price-to-win assessments to strengthen proposal positioning. Track industry trends, DoD budgets, and contract vehicles (IDIQs, MACs, BPAs) relevant to JIRACOR's growth strategy. Represent JIRACOR at industry events, trade shows, and conferences to promote brand awareness and build partnerships. Qualifications

Bachelor's degree in Business, Engineering, or related field (Master's degree preferred). Minimum 7-10 years of progressive experience in business development, capture management, or program management in the defense industry. Proven track record of leading successful capture efforts resulting in awarded DoD contracts. Strong understanding of DoD acquisition processes, contract vehicles, and federal procurement regulations (FAR/DFARS). Established relationships with DoD customers (NAWCTSD, PEO STRI, PM TRASYS, or similar organizations preferred). Experience in developing proposals in accordance with DoD RFP instructions (Sections L & M, CDRLs, and DIDs). Excellent communication, negotiation, and presentation skills. Ability to work independently in a fast-paced, deadline-driven environment. Active Secret security clearance (or ability to obtain and maintain). Performance Metrics

Expanding JIRACOR's footprint with existing and new DoD customers through regular engagements, meetings, and industry events. Proposal Quality:

Delivering compliant, compelling, and timely proposals with zero rejections due to administrative or compliance errors. Collaboration:
