JOB CHARACTERISTICS :

The Perkins Grant Manager/CTE Regional Coordinator will write and manage the South Coast Perkins Basic and Reserve Grants. The Perkins program covers all ten local school districts in the region including Coos, Curry and Western Douglas Counties as well as Southwestern Oregon Community College.

ESSENTIAL FUNCTIONS

: Perkins Plan:

Develop an annual update to the 5-year Perkins plan for the district; this is also referred to as the Perkins Grant Application. Submit for approval the Perkins Grant Application and make any necessary revisions. Monitor required use of funds; ensuring activities are conducted to meet the requirement. Prepare and submit the CTE Annual Report, documenting the impact of activities on student outcomes, inventory and expenditures. Fiscal Responsibility:

Submit budget for approval via the CIP Budget Narrative application, make revisions as necessary. Have up-to-date knowledge of legal expenditures of Perkins funds and demonstrate an understanding of the Perkins V budget (i.e.: 5% to administrative and indirect, budget narrative, allowable expenses). Monitor expenditures to ensure the Perkins funds are used only for approved activities and that there is no supplanting. Obtain necessary permission to modify spending. Note: ODE does conduct Perkins Fiscal Monitoring visits. Implement, monitor and update the CTE Program of Study:

Develop a process for CTE Program of Study approval, monitoring and implementation. Submit Program of Study applications for approval by ODE. CTE Data Submission:

Support district submission in compiling and submitting the CTE Program Update information twice annually. Support district submission in compiling and submitting the CTE Student and Course data. CTE Teacher Licensure:

Convene Instructor Appraisal Committee (IAC). Coordinate with ODE for approval. Submit to TSPC. Attendance at CTE State Networking meeting in various locations, up to four times a year, and local area team meetings. Participation in ODE webinars and other professional development activities as needed.

School Improvement Department/Perkins Improvement:

Meet all ODE deadlines for reporting and budget submissions Other duties as assigned by ODE based on changes in legislation, federal auditors, etc. Helps establish a forum for exchanging strategies, expanding resources, providing staff development, and facilitating delivery of services related to the projects to strengthen programs. Helps coordinate substantial staff development, partnership and student activities region-wide using distance conferencing technology and provides training in equipment use as appropriate. Assists in coordinating community involvement. Assist in developing program goals, policies and procedures. Meets regularly with CTE Teachers and their Managers for successful program implementation. Complies with South Coast ESD administrative rules and board policies. Adheres to safety standards Performs the duties of the Mandatory Reporters according to ORS 419B.005-ORS 419B.045 Will promote and support the ESD through positive communication. Conducts meetings for members of the Contract Consortium. Meets standards for competent and ethical performance as outlined in OAR 584-020- 0035. Performs other duties as assigned. QUALIFICATIONS:

Experience with financials, staff and program/business management. Ability to write effectively to obtain grants, report to stakeholders and to Oregon Department of Education. Knowledge, skills and experience in facilitating meetings. Ability to deal effectively with SCESD staff, district and community partners and the public in an effective manner and to establish and maintain effective working relationships with other employees. Holds a valid Oregon Driver's License, automobile insurance and provides own transportation. EDUCATION/CERTIFICATION: Bachelor's Degree in appropriate field.

WORKING CONDITIONS: The employee works with Teaching and Learning Department team members under the general supervision of the Director of Teaching and Learning. The employee may work beyond an eight-hour day or a five-day work week attending meetings, conferences, and school activities. The employee needs to be competent in conflict resolution. The employee must be able to communicate effectively in confrontational and emotional situations involving staff, students, parents, and patrons. Confidentiality is a top priority for the person in this position. The employee at times works under varied workloads and inflexible deadlines. Problems may arise which require immediate attention setting up conflicting priorities. Sound judgment is required to effectively prioritize these demands. The employee must be able to lift materials, boxes or equipment weighing up to 30 pounds. The employee may need to participate with others in lifting /moving equipment weighing up to 40 pounds. The employee may come into contact with biohazards such as human waste, saliva, or blood, and should take appropriate protective precautions.
