Wastewater Laboratory Supervisor

Oversees daily operations of the HCWA wastewater compliance laboratory. Ensures analyses of samples from HCWA's Water Reclamation Facilities according to 40 CFR 136 and as required by the NPDES and LAS permits, as well as sampling and laboratory analysis of water quality in local lakes, streams, and industrial sites to ensure compliance with state and federal regulations. Performs complex duties, provides training and directs the day-to-day work of Lab Analysts.
Essential Duties and Responsibilities

Analyzes samples from lakes, streams, and HCWA water reclamation facilities, biosolids, and industrial sites to ensure compliance with state and federal regulations. Performs a variety of chemical and microbiological tests and documents test results. Immediately notifies Water Reclamation Compliance Superintendent of any compliance issues related to the WRF's NPDES and LAS permits. Recommends and initiates lab procedures and techniques; performs routine quality control checks on reagents, media and data generated specific to permit compliance. Trains laboratory personnel on new or existing methods and quality assurance/quality control (QA/QC) procedures. Maintains routine documentation including lab bench sheets; discrete analyzer sample login, results and data validation; sample documentation and chain of custody forms. All data generated must be legally defensible. Performs mathematical calculations and statistical analysis for test results. Records data precisely and accurately. Interprets the data that is analyzed and acknowledges sample trends. Acts as the QA/QC Officer and is responsible for monitoring the quality assurance/quality control program. Reviews, updates, and validates benchsheets on a daily basis as written in the Quality Control Manual. Reviews and updates instrument detection limits, method detection limits and calibration curves on all instrumentation. Provides report of updated method detection limits to Water Reclamation Compliance Superintendent. Prepares QA/QC reports including control charts, matrix spikes, laboratory fortified blanks, standards and duplicates. Ensures sample trends are recorded and updated. Conducts root cause analysis of any QA/QC issues and develops corrective actions to address lab deficiencies or nonconformities. Reviews and updates all laboratory SOPs and updates the Quality Assurance Manual annually or as needed. Conducts performance and system audits, including DMR-QAs, on an annual basis to ensure adherence to written methods and to ensure that quality control measures are being followed. Maintains and schedules instrument preventative maintenance. Responsible for cleanliness and organization in the lab at all times. Responsible for sending out monthly sampling schedules including all tests that have to be performed for the month. Ensures that correct sampling procedures are performed by Plant Operators and Lab Analysts and that chain of custody reports are complete and correct. Responsible for permanent sampling machines at Walnut Creek WRF. Acts as point of contact for sample machine maintenance at other facilities. This includes ensuring the programing is correct and the machines are in good operating condition. Responsible for scheduling and completion of all quarterly sampling of surface water sites per LAS and NPDES permits. Responsible for scheduling and completion of all monthly, quarterly, and semi-annual sampling for the Authority's ground water wells at our LAS sites. As the Chemical Hygiene Officer, conducts updates of the Chemical Hygiene Plan annually or as needed along with ensuring compliance with HCWA Safety Rules. Maintains Safety Data Sheets (SDS) and ensures that all documents in the digital SDS files are up to date. Responsible for ordering laboratory supplies and maintaining proper inventory levels. Assists in ordering operator supplies as needed. Organizes special projects as needed due to regulation, emergency, or research. Assists with the budget for the laboratory, including evaluating lab equipment and budgeting replacements when recommended. Submits detailed monthly status report to Water Reclamation Compliance Superintendent. Prepares the lab for the annual GAWP QA/QC Award. Works and coordinates with the Industrial Monitoring and Biosolids staff for sample scheduling and collection. Responsible for implementing new testing requirements. Maintains staffing calendar to ensure coverage at all times. Responsible for technical support on laboratory / process control equipment with all wastewater staff. Initiates calls or technical support with vendors for instrumentation repair. Earns required re-certification points every two years to maintain Georgia Wastewater Laboratory Analyst License. Conducts laboratory tours as required. Helps develop and implement goals and objectives of the department. Responsible for knowing effluent discharge limits and analyses frequencies at all wastewater facilities.
Education and/or Experience:
Bachelor's degree from a four-year college or university in a related STEM field with six years' experience as a licensed Wastewater Laboratory Analyst; or eight years as a licensed Wastewater Laboratory Analyst.
Certificates, Licenses, Registrations:
Valid Georgia Driver's License. Georgia Wastewater Laboratory Analyst License. Georgia Wastewater Operator License (any class) preferred but not required.
