ABOUT THIS POSITION

The Public Works Department strives to improve the quality of life in Phoenix through efficient delivery of outstanding solid waste, fleet, facilities, and energy management services.

The Public Works Department is seeking to fill a Solid Waste Inspector vacancy to identify and investigate compliance with laws and ordinances dealing with the proper collection, storage, and disposal of hazardous, medical, infectious, and solid waste. In addition to encouraging and obtaining voluntary compliance, the inspector will be responsible for enforcing the Phoenix City Code, Chapter 27, and Federal EPA, County, and State Regulations for both public and commercial solid waste operations. In this role, you will serve as the customer's direct point of contact, and resolve problems onsite with residents, and/or private refuse and building contractors. Work requires extensive involvement in the recycling program with responsibility for monitoring participation and contamination levels to assess overall program effectiveness. Duties are performed with considerable independence, under the general supervision of a Solid Waste Supervisor.

Essential functions will include:

Learning, interpreting, applying, and explaining City, County, and State solid waste code. Inspecting private, residential, and commercial sites to determine and monitor proper solid waste storage. Identifying and securing hazardous waste incidents and communicating information to appropriate response agencies. Issuing ordinance violation notices, citations, filing complaints, and testifying as a witness in court regarding solid waste violations. Performing public education and outreach duties, including attending community meetings, providing presentations, and information distribution. Entering and reviewing data in computer systems to update solid waste records, verifying service levels, managing workload priorities, and providing technical information and statistics for use in management reports. Knowledge of:

Federal, State, County, and City solid waste codes. Solid waste and recycling materials and procedures. Customer service practices. Microsoft Office applications. Ability to:

Attend and give presentations at meetings to internal and external stakeholders. Understand and explain complex requirements and other technical information. Work independently in a fast-paced environment. Communicate effectively both in person and in writing.

SALARY

Pay Range: $22.61 to $44.77 per hour.

Hiring Range: $22.61 to $33.41 per hour.

MINIMUM QUALIFICATIONS

Two years of public contact experience, some of which is in the inspection field. Other combinations of experience and education that meet the minimum requirements may be substituted. All finalists for positions are subject to a criminal background check applicable to the department or position. Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. The minimum qualifications listed above, plus:

Bilingual - Fluent in Spanish (read, write, and speak).

Experience with:

Microsoft Excel, Word, and PowerPoint to create reports/presentations for a variety of audiences. Working on special programs such as solid waste education, large events, or high-profile projects. Direct customer service. Phoenix City Code Chapter 27 or similar code enforcement activities. Contracts and/or contractors. Customer Care & Billing (CC&B). Customer service, public engagement, and providing educational presentations to the public. Working in solid waste, sustainability, or a similar environmental industry/field.
