General Statement The Engineer, under limited supervision, performs professional and technical civil engineering work for Union County Water (UCW). Work involves managing complex tasks and projects associated with water and wastewater utilities. Work also involves interpreting and enforcing policies and procedures and making and communicating recommendations to relevant parties. Employee must exercise considerable initiative and independent judgment while complying with industry, County, State, and Federal regulations. Employee must also exercise tact and courtesy in contact with government officials at various levels, consultants, engineers, vendors, and the general public. This position is involved in planning activities for the County's water resources and Asset Management Program including master planning, program analysis and optimization, data monitoring and analysis, and conservation education. Employee reports to the Planning & Resource Management Director. Essential Functions Manages complex tasks and projects associated with the planning, design, and construction of water and wastewater infrastructure.

Prepares and/or reviews of engineering drawings and specifications, legal descriptions, invoices, and pay applications

Performs construction inspection activities, gathering and verification of field data, and other activities as necessary to ensure that goals and objectives are accomplished on schedule and within budget.

Prepares or directs the preparation of complex plans, specifications, and agreements; prepares and evaluates engineering studies of large projects, performs difficult technical research, and analyzes complex engineering problems, evaluating alternatives, and recommending and implementing effective courses of action.

Applies engineering principles to define problems, collect data, establish facts, and draw valid conclusions.

Participates in the development of requests for qualifications, interviewing and selection of consultants, and contract negotiations for engineering services related to planning, design, and construction.

Maintains project files as required and in accordance with County records retention policy.

Proficiency with software applications such as GIS, AutoCAD, and standard office products.

Trains, mentors, and manages the workload of Assistant Engineers and Associate Engineers as appropriate.

Interprets, applies, and enforces the provisions of the County's engineering policies and procedures and other applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies and procedures to staff, developers, and the public.

Makes recommendations and provides technical assistance to County staff and the general public.

Ability to effectively and efficiently communicate findings, recommendations, and decisions to the general public, engineers, developers, attorneys, planners, and other County departments.

Coordinates with professional and technical personnel in the implementation, modification, and enforcement of various plans, programs, and ordinances.

Provides excellent customer service to internal and external customers.

Coordinates utilization of professional, technical, and support staff, either directly or indirectly in support of task and project goals and objectives.

Stays abreast of industry standards and local, state and federal regulations; supports the County's efforts to comply with requirements of local, state, federal, and environmental agencies.

Refers to manuals, texts, drawings, documents, etc., such as state and federal regulations and manuals.

Performs other related duties as assigned. DEPARTMENT SPECIFIC FUNCTIONS: Planning & Resource Management

Assists in the development and implementation of long-term water & wastewater management and plans. Manages tasks and projects relating to the asset management program and continuous improvement including developing asset management plans, developing new workflows and tools, and evaluating strategies and new approaches. Assists with asset management roadmap planning, gap analysis, business process design, data requirements, and performance metric development. Involves extensive collaboration with internal and external stakeholders. Analyzes and recommends changes to existing programs and ordinances pertaining to water resources. Develops, manages, and updates UCW's water conservation and water shortage response programs and/or ordinances. Manages programs related to UCW's conservation activities. Researches complex regulatory issues and legislation. Performs other related duties as assigned.

Qualifications MINIMUM QUALIFICATIONS

Associate Engineer (Salary range $73,477 - $110,215): Bachelor's Degree from an accredited university in Civil or Environmental Engineering.

Possession of or ability to obtain the Engineering in Training (EIT) Certification within 18 months of hire.

Must possess the ability to obtain a North Carolina Professional Engineer license. Engineer (Salary range $83,730 - $125,596):

Bachelor's Degree from an accredited university in Civil or Environmental Engineering, and four (4) years of experience in civil engineering or related field; or equivalent combination of education and experience.

Possession of a North Carolina Professional Engineer License. Senior Engineer (Salary range $92,103 - $138,155):

Bachelor's Degree from an accredited university in Civil or Environmental Engineering, and seven (7) years of related experience in complex project management, managing budgets, project design, engineering and environmental regulations, construction management and/or programs including a minimum of two (2) years of supervisory experience over professional, technical, and administrative personnel; or equivalent combination of education and experience. North Carolina Professional Engineer license. All must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

Supplemental Information PHYSICAL DEMANDS

Must be physically able to operate a variety of machinery and equipment including computers, typewriters, copiers, facsimile machines, printers, calculators, telephones, GIS tables, drafting equipment, engineering supplies, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 30 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. RETIREMENT

Membership in the North Carolina Local Government Employees Retirement System is a requirement for all full-time and benefitted part-time employees. Employees contribute six percent (6%) of their annual compensation before it is taxed. If you leave County service before retirement, you may withdraw your retirement contributions or elect to freeze your contributions in anticipation of future local government employment. If you have five (5) years of service, you are 100% vested in the NCLGERS.

NC401(k)

The NC401(k) supplemental retirement program is available to full-time and benefitted part-time employees. The County establishes this 401(k) account for each eligible employee and makes a five percent (5%) contribution based on biweekly earnings. Employees may elect to make voluntary contributions through payroll deduction.

LEAVE PROGRAMS

VACATION LEAVE

Vacation leave is accrued based on creditable years of service in the Local Government Employees Retirement System.

SICK LEAVE

For full-time County employees, sick leave accrues at eight (8.0) hours per month. Benefitted part-time employees accrue prorated sick leave based on a percentage of the full-time rate. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.

SICK LEAVE TRANSFER FROM OTHER AGENCIES

Unused sick leave earned from another North Carolina Governmental Agency and/or entity, will be accepted and transferred to the County as follows: twelve (12) sick leave days will be transferred and added to the employees active sick leave balance after completion of six (6) months of employment. The remaining balance of sick leave documented for transfer at the time of employment will be recorded in the employees permanent personnel file. On the fifth anniversary of employment with the County, the remaining balance of transferred sick leave will be added to the employees active sick leave balance.

HOLIDAYS

There are 13 County recognized holidays (includes 3 days for Christmas) per year with 1 floating holiday available.

MILITARY LEAVE

Annual Training - 10 paid workdays granted.

Active Duty - 20 paid workdays granted.

CIVIL LEAVE

Paid leave is provided to full-time or regular part-time County employees called for jury duty or as a witness of the court for the federal or state government, or a subdivision thereof.

FAMILY & MEDICAL LEAVE ACT

Federal law provides job protection and continuation of existing paid health insurance during 12 weeks of leave, paid or unpaid, to an eligible employee for qualifying events. These events can include birth or adoption, and serious illness of an immediate family member, or of the employee.

PAID PARENTAL LEAVE

Parental Leave provides the employee paid leave for the first eight weeks of approved FML for the birth of a son or daughter, or placement with the employee of a son or daughter for adoption or foster care.

ADMINISTRATIVE LEAVE

Educational Leave is available to regular full-time and benefitted part-time employees when participating in a job-related, short course, such as an update, not to exceed ten (10) consecutive working days.

VOLUNTEER TIME OFF
